기후위기 대응 환경정책과 환경거버넌스 정합성 제고를 위한 발전방향

Abstract

이 논문의 목적은 기후위기 대응과 탄소중립을 위한 환경정책의 방향과 환경거버넌스를 탐색하는 것이다. 기후위기 대응은 더 이상 미룰 수 없는 과제가 되고 있으며, 국제사회는 2050년까지 탄소중립을 위해 각 국가들의 자발적 동참을 촉구하고 있다. 한국도 포스트 코로나 대비 한국판 그린뉴딜을 추진하고 있고, 2050 탄소중립을 국제사회에 천명하였다. 탄소중립은 기후위기에 대응하는 것이고, 기후위기 대응은 미래세대의 복지수준을 감소시키지 않는 지속가능한 발전을 달성하기 위함이다. 그러나 탄소중립, 기후위기 대응, 지속가능발전을 위한 정부의 정책은 한 부처에서 대응할 수 있는 정책이 아니다. 지속가능발전을 궁극적 가치로, 탄소중립이라는 목표를 공유하면서 기후위기에 장기적으로 대응해 나가기 위해서 부처 간의 정합성 높은 정책과 거버넌스가 필수적이다. 이를 위하여 이 논문은 기존 문헌검토를 중심으로 환경정책의 범위, 환경정책의 방향, 환경거버넌스의 구조를 정합성 관점에서 검토하고 제안하고자 한다.

The purpose of this paper is to explore the direction of environmental policy and environmental governance for responding to the climate crisis and carbon neutrality. Responding to the climate crisis is becoming a pressing issue that cannot be postponed any longer, and the international community is urging countries to voluntarily participate in carbon neutrality by 2050. Korea is also promoting the Korean version of the Green New Deal for post-corona, and declared 2050 carbon neutrality to the international community. Carbon neutrality is to respond to the climate crisis, and responding to the climate crisis is ultimately to achieve sustainable development that does not reduce the welfare level of future generations. However, the government's policies for carbon neutrality, climate crisis response, and sustainable development are not policies that a single ministry can respond to. Highly consistent policies and governance between ministries are essential to respond to the long-term climate crisis while sharing the goal of carbon neutrality with sustainable development as the ultimate value. To this end, this paper intends to review critically on previous studies, and propose the scope of environmental policy, direction of environmental policy, and structure of environmental governance from a policy consistency perspective.
