문화재 주변 도시공간의 활용을 위한 문화재 영향범위설정 방법

Abstract

문화재의 보호를 위한 건축행위 규제 위주의 현행 법규는 문화재 주변공간이 활성화되지 않는다는 단점이 있다. 이 연구는 문화재와 그 주변 도시 공간을 통합된 환경으로 인식하여 역사문화환경으로 활용하기 위해 새로운 제도마련을 목표로 하며, 그 기초자료로서 이용자의 행태에 영향을 미치는 문화재 주변공간의 범위를 파악하여 새로운 관리범위로 제시하고자 하였다. 이를 위해이용자의 경험과정을 근거로 문화재 영향범위의 분석 방법을 제시하였고, 한양도성도심안의 문화재 사례를 연구하였다. 분석 결과 제안한 문화재 영향범위와 기존 제도인 현상변경허용기준의 적용범위는 매우 상이하게 나타났다. 이는 현행 문화재 관리제도는 문화재를 보존만을 중심으로 한일률적이고 형식적인 규제 범위일 뿐 도시의 자산인 문화재를 경험하는 이용자의 행태와 공간적의미를 반영하지 못하고 있음을 의미한다. 본 연구의 문화재 영향범위 설정의 지표는 이용자의행태와 경험과정으로, 문화재와 주변 공간 특성의 부조화 원인은 이용자의 문화재 경험을 위한행태를 반영하지 않은 것에 기인한다고 할 수 있다. 결론적으로 도시공간의 역사문화자원인 문화재는 주변공간과 통합적으로 활용하는 방법을 모색하여야 하고, 이는 문화재를 보존에 그치지 않고 활용하여야 한다는 미래의 패러다임에 합당하다.

The present regulations on architectural activity to protect cultural heritages have demerits that the impact areas around it are not utilized. This study recognizes cultural heritages and the impact areas around it as an integrated city space and proposes new method. The behavior pattern and experience process of users are used as a basis for the area of influence, and cultural heritages in Seoul are used as examples. Analysis result shows a vast difference between the proposed area of influence and the present regulation. This shows that the present system is only a superficial and formal regulation, not reflecting the behavior pattern of users or the meaning of the spaces. This study is based on the behavior pattern and experience process of users, and the discrepancy between cultural heritages and the area around it is caused by the lack of reflection on those aspects. In conclusion, cultural heritages have to be utilized as an integrated whole with the impact area around it, and this fits in the future paradigm of cultural heritages not just merely preserved, but also utilized.
