문재인 정부 시기의 노동정책 변화와 임금 불평등 분해

Abstract

본 연구의 목적은 문재인 정부 시기의 임금 불평등 수준의 변화와 요인을 분석하는데 있다. 이를 위해 고용형태별근로실태조사 자료(2017~2020)를 활용하여 무조건부 분위회귀와 분해분석을 수행하였다. 다양한 임금 분포에서 임금 수준 변화와 이를 추동한 요인을 확인한 결과, 하위분위일수록 임금 상승폭이 두드러져 전체 임금 불평등 수준이 감소하고 있다. 반대로 노동시장에서 안정적인 지위를 누리는 노동자일수록 노동시간이 감소하고 임금 상승폭은 둔화되고 있다. 결론적으로 문재인 정부의 집권기간 동안 외환위기 이후 구조화된 임금 불평등 현상이 다소 완화된 것으로 이해할 수 있다.

The purpose of this study is to analyze changes and factors in the level of wage inequality during the Moon Jae-in administration. To this end, unconditional quantile regression and Oaxaca-Blinder decomposition were performed using data from the Survey on Labor Conditions by Employment Type (2017-2020). As a result of examining the changes in the wage level and the factors driving it in various wage distributions, the wage increase is more prominent in the lower quintiles, and the overall level of wage inequality is decreasing. In contrast, the rate of wage increase is slowing for workers who enjoy a stable position in the labor market. In conclusion, the phenomenon of structured wage inequality after the financial crisis has been somewhat alleviated during the Moon Jae-in administration.
