생활SOC 복합화가 근린 공동주택가격에 미치는 영향 :서울시 공공복합도서관을 중심으로

Abstract

현재 생활SOC복합화를 통한 생활환경 개선과 편의를 위한 정책이 강화되고 있다. 이러한 관점에서 본 연구는 공간헤도닉가격모형을 이용하여 공공도서관의 생활SOC복합화가 서울 인근 아파트 가격에 미치는 영향을 살펴보았다. 주요 결과는 다음과 같다. 첫째, 공공도서관은 인근 주민들의 이용성과 편의성을 높이고 삶의 만족도와 질을 높일 수 있다는 점에서 지역적 가치에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 복합도서관은 복합화로 인해 이용계층이 제한되어 있고, 불특정다수 집합으로 인한 혼잡 및 소음 가능성이 있어 주거지역과 인접하여 부담을 느끼는 것으로 나타났다. 셋째, 복합도서관이 지나치게 멀리 위치해 있을 경우 거주자의 이용가능성과 편의성이 함께 저하될 수 있음을 알 수 있었다. 넷째, 생활SOC를 다수가 공용으로 사용할 수 있도록 복합화하면 근린 가치가 더욱 향상될 수 있음을 확인하였다. 이러한 결과를 통해 본 연구는 생활SOC의 복합화는 공공성을 높이는 방향으로 이루어져야 하며, 지역주민의 삶의 질 및 편의성이 저해되지 않도록 입지를 심사숙고할 필요가 있다는 점을 확인하였다.

Currently, policies to improve the living environment and convenience through the living SOC complexation are strengthening. From this perspective, this study examined the effect of living SOC complexation in the public libraries on the neighboring apartment prices in Seoul using the spatial hedonic price model. The main results are as follow: First, it was found that public libraries have a positive effect on regional values in that they can increase the availability and convenience of nearby residents, as well as improve life satisfaction and quality. Second, the complex library was found to feel burdened by being adjacent to a residential area, because of the limited use class and the possibility of congestion and noise caused by the gathering of an unspecified majority. Third, however, it was found that when the complex library is too far away, the availability as well as convenience of the residents can be reduced. Fourth, It was confirmed that the neighborhood value can be further improved when the living soc is compounded, so that the majority can use it for public purposes. Based on these results, this study confirmed that the complex of living SOC must be developed in the direction of enhancing publicness, and that it is necessary to carefully consider the location so as not to impair the quality of life and convenience of residents
