- Abstract
- 본 연구의 목적은 선행연구에서 상대적으로 수행되지 않고 있는 출산장려금 정책의 사중손실을 추정하여 우리나라 저출산 정책의 능률성(efficiency)을 확보하기 위한 함의를 도출하는 것이다. 이러한 목적을 수행하기 위해 본 연구에서는 우리나라 특정 시도에서 2019년부터 시행한 출산장려금 정책을 분석 사례로 선정하였다. 출산장려금 정책의 사중손실을 내적타당성 높게 추정하기 위해 본 연구에서는 준실험연구설계(quasi-experimental research design)의 일종인 통제집단합성법(synthetic control method)를 활용하였다. 통계분석 결과, 출산장려금 정책의 사중손실은 무려 90% 수준으로 매우 높게 추정되었다. 현재 우리나라에서 집행되고 있는 많은 저출산 정책은 출산장려금 정책과 같은 보편적 현금성 지원 정책이다. 향후 우리나라에서 집행된 이러한 현금성 지원 정책의 사중손실을 타당성 높게 추정하는 작업을 좀 더 많이 수행하여 앞으로 우리나라 저출산 정책의 능률성을 확보하기 위한 노력을 기울여야 한다고 판단된다.
The purpose of this study is to derive implication for achieving efficiency of Korea’s pro-natalist policies by estimating the deadweight loss of subsidy for childbirths. To achieve the purpose, this study analyzes a government subsidy program that has been in place at a specific region since 2019. This study uses one of the compelling quasi-experimental research designs called a synthetic control method to secure internal validity of the effect estimates. The results show that the deadweight loss of the subsidy program is approximately 90%, implying that most of the achieved policy outcomes could have been attained absent the policy. Because many of the pro-natalist policies in Korea are cash transfers, I argue that future studies should engage more on estimating the deadweight loss of such transfers so that policymakers can identify policy alternatives that are more efficient in promoting fertility level.
