정부정책과정에서 민간참여 방법

Abstract

본 연구는 정부정책에서 시민참여가 제대로 정착될 필요가 있다는 것을 전제로 외국의 시민참여모델들 비교·평가하여 봄으로써 정책적 함의를 찾아보려 한다. 1980년대 이후 유럽과 미국을 중심으로 확산되고 있으며 현재 세계적인 주목을 받고 있는 여섯 개의 시민참여방법-규제교섭모델(Regulatory Negotiation Model), 포커스그룹(Focus Groups), 시나리오 워크숍(Scenario Workshop), 시민배심원모델(Citizen Jury Model), 시민자문위원회(Planning Cell) 및 합의회의(Consensus Conference) 등 외국정책에의 시민참여모델들을 살펴보았다. 분석 결과, 각각의 시민참여제도들은 그 나름대로의 장단점을 지니고 있다. 규제교섭위원회는 시민참여의 실효성은 높으나 시민참여의 대표성에 문제가 있으며, 이와는 다르게 합의회의는 시민참여의 대표성과 실효성은 그리 높지 않으나 시민들의 자발적이고 적극적인 참여를 담보할 수 있는 시민참여 방법이다. 이와 같은 정부정책의 시민참여모형들에 대한 평가를 바탕으로 하여 이러한 제도들을 도입 ·시행하는데 있어서 정책적 시사점을 논의하였다.

This study reviews citizen participation models for government policy-making of foreign countries, especially European and North American countries. Six citizen participation models-regulatory negotiation model, focus groups, scenario workshop, citizen jury model, planning cell, and consensus conference-are analyzed and evaluated. Every model has its own strength and weakness. In order to introduce citizen participation model for Korean government, this study suggests some policy implications.
