거버넌스에 대한 새로운 이해

Abstract

세계화와 더불어 정부의 역할이 변화되었다. 정부, 민간, 비영리 단체들의 네트워크를 통한 뉴거버넌스라는 변화는, 많은 행정학자들에 의해 정부의 새로운 도구로 인식되어져 왔다. 그러나 네트워크라는 새로운 방식의 거버넌스는 실제로 전통적인 정부과정과 구조를 변화시키지 못하고 있다. 정부 자체가 새로운 거버넌스에 적응할 준비가 되어 있지 않으며, 새로운 거버넌스가 의도된 가치를 나타내고 있는지 많은 의문이 제기되고 있다.

The role of the state is changing under the impact of globalization. The changes have been understood as the new governance. Scholars in public administration identify tools and instruments for the new governance through networks of public, private, and nonprofit organizations. However, the idea of network is often introduced without much reflection on the need to reorganize policy-making processes and to adjust existing institutional structures. The government is not prepared to adjust to governance arrangements. This raises questions about the added value of intended cooperative governance processes.
