행정학 연구방법론에 대한 평가와 제안: Triangulation을 중심 으로

Abstract

한국 행정학의 양적 성장에 맞추어 연구방법의 경향과 양상을 분석하는 것은 학문의 과학성 확보와 더불어 현실을 설명하는 방법의 수준과 특성을 파악할 수 있다는 점에서 매우 중요한 일이다. 본 연구는 한국 행정학 연구방법의 경향을 분석하기 위해 2000-2005년간 한국행정학보 374편， 한국사회와 행정연구 341 편， 한국정책학보 253 편， 정책분석평가학회보 131 편에 대해 행정연구 영역과 정책연구 영역으로 나누어 내용분석을 하였다. 연구방법의 경향을 분석하기 위해 연구방법을 경험적 연구와 이론적 · 개념적 연구로 먼저 구분하고 경험적 연구를 양적연구와 질적 연구로 구분하였다. 이를 다시 자료수집과 분석방법에 따라 양적 방법을 설문조사, 수학적 모델 및 모의실험(시뮬레이션) 그리고 2차 자료를 이용한 방법으로, 질적 방법은 참여관찰, 인터뷰, 포커스 그룹, 현상학적 연구, 사례연구로 구분하여 분석을 한 후 각 방법들의 사용에 있어셔 혼용된 연구방법의 특성을 분석하였다. 분석결과 경험적 논문 929편중에 11개의 논문만이 양적, 질적 방법들을 복합적으로 사용하는 것으로 나타났으며, 또한 복합적인 자료조사가 연구방법으로서 강조되기 보다는 단순히 일부분의 자료를 보충하는 수준에 머물고 있었다. 따라서 이러한 결과를 통해 본 연구는 행정과 정책연구 영역에서 타당도 높은 연구 결과의 필요성과 이를 위해서 한 가지 설계의 약점을 상반되는 강점을 갖는 설계가 보완해 줄 수 있다고 하는 복합적 방법(multiple method), 또는 복합설계 (triangulation) 의 필요성을 제안하였다.

To analyze the trend and characteristics of research methods used in public administration, along with the quantitative growth of the Korean public administration, is very important since it directly shows to what extent the study of public administration IS scientific. This study analyzed 374 studies published in the Korean Public Administration Review during 2000-2005, 341 studies in the Korean Society and Public Administration, 256 studies in the Korean Journal of Policy Studies, and 131 studies in the Korean Journal of Policy Analysis and Evaluation. More specifically, those studies were classified first into administration and policy study areas and then they were further classified into empirical and theoretical(or conceptional) studies. According to data collection and analysis methods, quantitative methods included questionnaire, mathematical model, computer simulation, and secondary data, and qualitative methods included participant observation, interview, focus group, case study, and phenomenological research. Drawing on these works, this study analyzed all the research methods used in each study and found that only 11 of 929 studies used mixed methods. More importantly, it was found that mixed method approaches were adopted merely to help data collection without emphasis or discussion on their methodological implication. Accordingly, this study proposed that multi-method approach, the combination of methodologies in the study of the same phenomenon called "triangulation," should be emphasized to compensate the weaknesses In each single method by the counter-balancing strengths of another.
