- Abstract
- The purpose of this study is to develop the partial devolution system in the devolution program in Korea in terms of the perception that the partial devolution is important in enhancing the effectiveness of devolution program. The partial devolution systems in foreign countries can be clas sified in three types: (1) differentiating the functions of local governments c onsidering several criteria such as population size, financial conditions, etc., (2) differentiating the functions of local governments by individual acts, (3) differentiating the functions of local governments by partial preemption. In developing the partial develoution system in Korea, this study suggests to first establish the criteria to categorize the local governments to differentiate the allocation of local government functions. And then this study suggests to apply the partial preemption acts to limited fields of local government functions. To make the partial devolution system successful, the analyses on the workload and financial burden of the devoluted functions should be accompanied. Otherwise the partial devolution system could turn out central government's legal conscription on the local governments' resources.
