제16대 총선과 한국 지역주의 성격

Abstract

본 논문은 지난 16대 총선과 관련하여 제기된 논쟁점들, △선거쟁점의 성격과 투표율의 상관관계, △지역주의 투표의 근거-합리성 혹은 지역감정, 그리고 △지역균열과 이념균열의 상호관계에 대한 주장들을 비판적으로 검토하면서, 한국 지역주의의 현재적 모습을 살펴보고자 한다. 첫째, 16대 총선의 경우 뚜렷한 선거쟁점이 없었기 때문에 투표율이 저조했다는 주장과는 달리, ‘후보검증’ 과 ‘지역 간 권력투쟁’ 이 분명한 쟁점으로 존재했으나 이러한 쟁점이 가지고 있는 부정적 속성으로 인해 투표율이 하락하였다고 설명한다. 따라서 이번 선거는 ‘바꿔’ 열풍으로 대변되는 후보검증 쟁점과 여야 양당구조로 발현된 지역 간 권력투쟁의 쟁점이 유권자의 투표행위를 결정하는 실질적인 변수였다고 본다. 둘째, 합리성의 관점에서 지역주의 투표형태를 설명할 경우, 상이한 결과를 가져오는 의도적 행위들을 동시에 합리적인 것으로 간주할 수밖에 없는데, 이는 합리성 개념의 분석적 유용성을 약화시키게 된다. 또한 “쟁점이 없을 경우 지리적 분절성이 심화될 것” 이라는 주장도 설득력이 높지 않다. 정책적ㆍ이념적 쟁점보다 지역 간 권력다툼을 더 중요한 쟁점으로 인식할 경우, 정책적 차이가 존재하더라도 강력한 지역적 분절성을 드러내기 때문이다. 셋째로, 일부 논자들의 지적하는 이념균열의 가능성은 매우 낮은 것으로 판단된다. 이번 선거에서 발견된 여ㆍ야간 이념적ㆍ정책적 차이는 지역균열과 병렬적으로 존재하기 때문에 지역균열을 강화하고 정당화하는 이념적 자원으로 활용되고 있다. 즉, 지역균열이 이념균열 등 하위균열을 포섭ㆍ융합하면서 지역주의는 일종의 ‘이데올로기적’ 성격을 발현시키고 있다. 이런 점에서 현재 한국 지역주의는 이념적ㆍ정책적 정당화를 통해 더욱 강력한 지역주의적 결집의 동인으로 작동할 것이라는 분석이 가능하다.

This article critiques three arguments raised during the 16th Congressional Election and aims to show the characteristics of Korean regionalism. The first argument contends that there was no clear electoral issue involved. But it is comprehensible that "candidate certification" and the "power struggle between regions" issues had explicit impact on the election results. Another argument, stemming from the rational choice model, does not seem to verify that regional separation would deepen in the absence of clear policy differences between major parties. The third argument proffers that there may be the possibility of political realignment along with ideological cleavage. In reality, the ideological division found in Korea nearly coincides with the clear regionalism and regional voting behavior tends to be legitimized by regionally inclined ideology and policy orientation. As a result, the exclusive regionalism of Korea will likely become more serious and used as an ideology that persuades, controls and oppresses the voters' political will.
