한국군 초급간부의 복무실태와 개선방안 연구: 충원 제도를 중심으로

Abstract

한국군 초급간부 지원율이 추락하고 있으며, 충원율도 마찬가지다. 문제는 이들의 지원을 확대하기 위한 특단의 조치가 취해지지 않는다면 감당하기 어려움에 봉착하게 될 것이라는 점이다. 지금 해야 할 일은 얼마나 신속하게 이러한 상황에 대비하느냐에 있다고 본다. 유능한 인재들을 유인할 수 있는 가장 효과적인 방안을 강구하여 강력하게 추진하는 것이 필요하다. 본 연구에서는 총원 기반의 관리방식을 제안한다. 신규 충원의 전원 혹은 절반 정도를 장기복무 대상자로 임용하자는 것이다. 직업의 안전성을 보장해 준다면, 유능한 인재들을 모을 수 있을 것이다. 진급 단계에서 엄격한 역량평가를 실시한다면, 질 관리도 가능할 것이다. 유능한 인재들의 유입을 확대할 뿐아니라, 역량 중심의 인력관리의 토대가 될 것이다.

The application rate for junior officers & NCO in the South Korean military is falling, and so is the recruitment rate. The problem is that unless special measures are taken to expand the application rate, it will face an unmanageable difficulty. What we need to do now is how quickly we prepare for this situation. The most effective way to attract talented people is to ensure job security. In this study, a total number-based management is proposed. It is that all or half of the new recruits are appointed for long-term service. If the job security is guaranteed, the military will be able to attract talented people. With a rigorous competency evaluation at each promotion stage, quality control will be possible. It will not only expand the influx of talented people, but also serve as the basis for competency-oriented human resource management.
