한국토지정책의 녹색화

Abstract

우리나라 토지정책이 해결하고자 했던 문제는 지가의 급속한 상승, 토지소유의 편중, 토지문제로 인한 소득 및 부의 분배구조 악화, 택지와 공장부지의 공급부족 등이다. 이 논문은 이러한 문제점을 해소하는 차원에서의 한국토지정책의 녹색화 방안을 모색하는 것을 주 목적으로 하였다. 이를 위하여 개발이익의 사회적환수를 강화하기 위한 방법과 토지에 대한 과수요를 억제하기 위한 수단들을 중점적으로 모색하였다. 우리나라 토지정책의 구조적 문제점을 간략히 살펴보고 개발이익의 사회적 환수를 위한 토지공개념 제도의 도입과 도시에 집중되는 토지수요를 완화하기 위한 성장관리수단들의 채택에 대하여 검토하였다. 이외에도 우리나라 토지정책의 녹색화를 위해서는 국토계획, 도시계획, 환경정책, 환경계획들 간의 유기적이고 통합적인 운영과 이를 위한 제도적 장치의 마련이 필요하고, 토지정책의 가시도와 투명도가 높아져야 함을 지적하였다. 연구의 방법은 문헌분석, 기존 데이터의 분석, 토지정책에 대한 국가간 비교정책연구, 사례연구 등을 사용하였다.

Korea's land policy has been aiming ta ease problems of rapid land price increase, concentration of land ownership, land supply shortages, and unfair share of development benefit. The underlying structures that has been making those problems persistently could be identified as a lack of social return of development benefit, excessive land demand on urban area, growth only oriented economic policy, and undue business influence on land policy. This paper examined ways ta mitigate these problems by "Greening" Korea's land policy. Greening land policy was used in the paper as a process of efforts to make land policy a sustainable one. For this purpose concept of sustainable land policy was reviewed followed by examination of tax measures for social return of development benefit and urban growth management tools for excessive land demand.
