Abstract
본 연구의 목적은 삶의 질과 지속가능성을 포괄적으로 측정하는 참발전지수(Genuine Progress Index, GPI)를 한국 대도시에 적용하여 대도시의 지역총생산(GRDP)과 참발전(GPI)의 변화추이를 비교 분석하고, 대도시의 참발전을 위한 정책적 시사점을 모색하는 것이다. 이를 위해 서울, 울산, 대구광역시를 대상으로 참발전지수(GPI)를 적용하였다. 참발전지수(GPI)는 경제발전과 삶의 질, 환경적 지속가능성을 종합적으로 평가하는 지수이다. 본 연구에서는 GPI를 5개 항목 20개 지표로 구성하였다. 연구 결과, 세 도시 모두 GPI가 GRDP보다 낮게 나타났다. 지역총생산이 나타내는 도시의 경제성장보다 경제발전과 삶의 질, 환경적 지속가능성을 포괄하는 참발전의 정도가 낮다는 점을 확인할 수 있었다. 그러나 세 도시의 GRDP와 GPI의 변화추이는 서로 다른 변화 모습을 보이는 것으로 분석되었다. 특히, 울산의 경우 GRDP는 타지역보다 높지만, GPI는 가장 낮은 것으로 확인되었다. 이러한 분석결과를 바탕으로 참발전을 위한 대도시별 정책적 시사점을 제시하였다.
The purpose of this study is to apply the Genuine Progress Index(GPI) to selected large cities in Korea to compare and analyze changes in gross regional domestic product(GRDP) and genuine progress index(GPI), and to find policy implications for the development of large cities. To this end, the Genuine Progress Index(GPI) was applied to Seoul, Ulsan, and Daegu Metropolitan City. The Genuine Progress Index(GPI) is an index that comprehensively evaluates economic development, quality of life, and environmental sustainability. In this study, GPI was composed of 20 indicators of 5 dimensions. Analysis result shows that GPI was lower than GRDP in all three cities. It was confirmed that the degree of genuine progress encompassing economic development, quality of life, and environmental sustainability was lower than that of cities indicated by gross regional product. However, it was analyzed that the changes in GRDP and GPI in the three cities showed different pattern of changes. In particular, in the case of Ulsan, GRDP was higher than other cities, but GPI was found to be the lowest. Based on these analysis results, policy implications for each large city for genuine progress were discussed.
