대도시 세원 재배분에 관한 연구: 사무와 재원의 적합도 제고의 관점에서

Abstract

본 연구의 주된 목적은 사무와 재원의 적합도의 제고를 통해 특별시ㆍ광역시와 자치구간에 세원을 조정하는 방안을 도출하는데 있다. 현행 특별시ㆍ광역시와 자치구간 세원배분이 적정한지의 여부는 사무배분과 결부시켜 생각해 볼 수 있다. 본 논문에서 분석한 결과는 특별시ㆍ광역시와 자치구간에 세목을 조정함에 있어서 단지 세목의 성질에 따른 재조정 뿐 만 아니라 실제 행정기관이 수행하고 있는 사무에 드는 비용을 산정하고 이를 자체재원으로 충당할 수 있는지를 검토한 후 자체재원으로 충당하고 있지 못하다면 특별시ㆍ광역시와 자치구간에 세목 조정을 통해 자체재원을 확충해야할 필요가 있음을 보여주고 있다. 또한 본 논문의 분석 결과는 세목별 세원의 문포가 특별시ㆍ광역시별로 자치구간에 상이하게 나타나고 있음도 보여주고 있다. 이는 특별시ㆍ광역시와 자치구간의 세목 조정에 대한 논의가 획일적으로 이루어져서는 안 되고 특별시ㆍ광역시별로 세목조정이 차별화되어야 힘을 시사해주는 것이다.

The main purpose of this study is to derive a policy alternative to reallocate tax bases between metropolitan governments and their autonomous district governments through matching functions and tax bases. The properness of tax base allocation between metropolitan governments and their district governments should be analyzed with the distribution of functions between two. The findings from simulations for tax base re-allocation not only show that tax bases need to be reallocated by the nature of taxes. However if own revenues of each government cannot meet the costs of implementing own functions of each government, it also means that it is necessary to expanding own revenues through tax base reallocation between metropolitan governments and their district governments. These findings imply that tax base reallocation should not be applied uniformly to every metropolitan areas, but it should be applied differentially to each metropolitan areas.
