공적이전소득의 빈곤 완화 효과: 지역별 격차와 가구주 특성을 중심으로

Abstract

본 연구의 목적은 2016년부터 2020년까지 우리나라 공적이전소득의 빈곤 완화 효과를분석하는데 있다. 지역별 격차와 가구주 특성을 중심으로 개별 제도의 상대적 빈곤율과빈곤갭비율의 빈곤 완화 효과를 검증하여, 문재인 정부에서 신설되고 개정된 소득보장정책의 효과를 개략적으로 평가하였다. 이를 위해 통계청의 ‘가계금융복지조사’ 2017~2021 년 원자료를 활용하여 시장소득과 경상소득의 상대적 빈곤율과 빈곤갭비율의 차이를 비교하였다. 분석 결과, 경상소득 기준 빈곤의 양적 규모와 질적 수준이 완화되어, 정책 신설과 개편의 긍정적인 효과를 확인할 수 있다. 빈곤의 지역별 격차는 지속되고 있지만, 공적이전소득을 통해 지역 불균형은 다소 완화되고 있다. 개별 제도의 효과는 노동시장의 지위에 영향을 미치는 성이나 연령에 따라 이질적인 양상을 보인다. 청년과 노인, 여성의 취약한 지위가 관찰되며, 사회보험과 사회부조의 성별 효과도 부각되고 있다. 따라서 노동시장 지위나 성별 특성을 반영하는 제도에 대한 보완적 조치가 필요하며, 고용이력과 관련이 없는 보편적 소득보장체계를 강화할 필요가 있다.

The purpose of this study is to analyze the poverty alleviation effect of public income transfer in Korea from 2016 to 2020. The effects of the revised income maintenance policies under the Moon Jae-in government are indirectly evaluated by examining the poverty alleviation effects of the relative poverty rate and the poverty gap ratio of individual systems, focusing on regional disparities and household characteristics. To this end, this study compares the difference between the relative poverty rate and the poverty gap ratio between market income and current income using raw data for 2017-2021 of the ‘Household Financial Welfare Survey’ by the KOSTAT. As a result of the analysis, the quantitative and qualitative levels of poverty based on current income are being alleviated, confirming the positive effects of new policies and reforms. Although the regional disparity in poverty persists, the poverty alleviation effect is also greater in non-metropolitan areas. The effects of individual systems are heterogeneous according to gender or age which affects the status of the labor market. The vulnerable status of young people, the elderly, and women is observed, and the gender effect of social insurance and social assistance is also being highlighted. Therefore, it is necessary to strengthen the universal income maintenance system that is not related to current status or history of employment.
