Abstract
1) Personal benefitsFirst, environmental benefits mean freedom from daily duties by being absorbed in natural environment.Second, social benefits mean improving inter-personal relationship. For instance through developing leisure resources for social and group activity it may be possible to extend breadth of mutual understanding. Third, developmental benefit means contributing to physical fitness of individuals, health, rest and relaxation and developing leisure town, hotspring complex, sightseeing resort complex and silver town etc. will fall under such category.2) Social impactsFirst, political impacts means contribution to improving citizens' welfare through development of leisure resources. More specifically it means providing desire for modernization and producing inter-regionally balanced development and improved expectation from the government etc.Second, economic impacts are related to providing opportunity for generating income and employment for community residents through producing goods and service.Third, social impacts mean influencing social groups and value system.Fourth, cultural impacts mean improving cultural level of the people through developing leisure resources.Fifth, environmental impacts mean contribution to improving living environment through developing leisure resources.Sixth, educational impacts mean improving educational environment and heightening educational effect through developing leisure resources.
