한국 FTA 원산지규정의 엄격성에 대한 연구 : 한-EU FTA, 한-미 FTA, 한-중 FTA를 중심으로

Abstract

자유무역협정(FTA)은 가격경쟁력 증대와 무역 원활화를 목표로 하며, 체결국간 무역 및 투자 자유화를통해 규모의 경제와 무역의 상호보완성을 극대화한다. 그러나 FTA는 체약국 원산지 상품에 대해서만 혜택을 부여하므로, 실효성 확보를 위해 원산지규정이 중요하다. 본 연구에서는 지수 방법론(The Index Methodology)을 기반으로 한 FTA장벽지수의 개념을 도입하여 한-EU, 한-미, 한-중 FTA 원산지규정의엄격성을 분석하였다. 이를 통해 우리나라가 체결한 FTA 협정 중 우리 경제에 중요한 영향을 미치는 한-EU, 한-미, 한-중 FTA의 원산지규정의 엄격성을 협정별, 산업별로 분석하였다. 이에 따라 향후 FTA 활용을 최적화하는 통상정책을 수립하는데 기여하고, 기업들이 FTA를 효율적으로 활용할 수 있는 방안을제공하는데 그 목적이 있다.

Free Trade Agreements (FTAs) aim to increase price competitiveness and facilitate trade by maximizing economies of scale and complementarity of trade through the liberalization of trade and investment between contracting countries. However, since FTAs only grant benefits to goods originating in the contracting countries, rules of origin are important for ensuring their effectiveness. In this study, we introduce the concept of the FTA Barrier Index, based on the Index Methodology, to analyze the stringency of rules of origin in the Korea-EU, Korea-US, and Korea-China FTAs. Through this analysis, we compare the stringency of rules of origin in these FTAs by agreement and industry. This will contribute to the formulation of trade policies that optimize the use of FTAs in the future and provide companies with ways to efficiently utilize FTAs.
