앤드루 잭슨의 인디언 강제 추방 정책: 정착민 식민주의와 집단학살

Abstract

본 연구는 정착민 식민주의의 시각에서 1830년대 미국 앤드루 잭슨 행정부의원주민 추방 정책을 1830년 인디언 강제 이주법 입법 과정에 관한 연방의회의 논의 기록과 ‘눈물의 길’로 불리는 1838년 체로키족의 강제 이주와 같은 실제 정책집행에 관한 전쟁부의 공식 기록 등의 1차 자료들을 중심으로 검토한다. 본 연구에서 주장하는 1830년대 미국 정착민 식민주의의 특징은 세 가지이다. 첫째, 백인정착민이 원주민을 제거하고 그들의 토지를 획득했다. 둘째, 원주민 제거와 토지획득을 정당화하기 위한 담론화가 있었고, 인디언을 ‘인종화’했다. 셋째, 원주민강제 추방 과정에서 원주민에 대한 집단학살이 발생했다. 조지아주 등 남부로 노예제가 확대되면서 원주민의 토지에 대한 수요가 증가하였고, 잭슨 행정부는 이에 적극적으로 대응하여 연방 정부 차원에서의 체계적인 원주민 추방 정책을 추진했다. 남부 정치인들은 원주민 제거를 정당화하는 인종주의 담론과 연방의회에구조화된 주요 남부 주 정치인들에 힘입어 인디언 강제 이주법의 입법에 성공했고, 잭슨 행정부가 추진한 강제 이주는 현재의 기준으로 보면 원주민에 대한 집단학살이었다.

From the perspective of settler colonialism and drawing upon the raw materials of the U.S federal government on the enactment of the 1830 Indian Removal Act and the latter’s implementation, this paper puts forward three arguments on the Andrew Jackson administration’s Indian removal policies in the 1830s. First, the Jackson administration aligned with Southern politicians who wanted slavery expansion, had attempted to systematically and forcefully dispossess the Native Americans of their lands for white settlers by the federal government. Second, racialization discourse of Indians as an inferior race subject to whites’ protection helped to justify the whole process. Third, the Jackson administration had committed genocide in implementing Indian removal, especially against the Cherokee nations in the 1838 ‘Trail of Tears.’
