AHP를 활용한 공공 IT 소프트웨어 프로젝트 위험 요인 우선순위 분석

Abstract

정보시스템의 범위가 확대되어 갈수록 관련 프로젝트의 규모와 복잡성이 높아지고 있고 프로젝트에 내재된 위험도 증가하고 있다. 이로 인하여 프로젝트의 위험 요인을 파악하고 관리하는 것이 사업 성공의 중요한 과제가 되었다. 대국민을 대상으로 지속적인 서비스를 제공하는 공공 IT(Information Technology) 사업에 대한 연구는 활발히 이루어지고 있지 않은 상황이다. 본 연구에서는 공공 IT 소프트웨어 프로젝트 위험 요소의 상대적 중요도를 측정하고 우선순위를 판단하는 AHP(Analytic Hierarchy Process) 연구 모델을 적용하여 공공 IT 소프트웨어 프로젝트 실무진이 인지하는 위험 요인 우선순위를 확인해 보고자 하였다. 나아가 공공 IT 소프트웨어 프로젝트에 투입되는 필수 인력 직군인 기획자와 개발자를 나누어 두 직군별 위험 요인 중요도의 차이가 있는지 추가적으로 분석하였다. 분석 결과 전체 위험 요인으로는 '범위 및 요구사항'이 제일 중요한 요인으로 나타났고 직군별로 인지하는 위험 요소 역시 차이가 있다는 것을 확인했다.

As the scope of information system projects expands, not only size and complexity but also associated risks could be heightened. Identifying and managing risk factors are emerging as crucial factors in Information Technology (IT) project management, necessitating research studies evaluating the risks in public IT projects. In this study, we sought to analyze the priority of public IT software project members by applying an analytic hierarchy process (AHP) methodology that measures the relative importance and priorities of risk factors in the public IT software project sector. In addition, the project members in public IT software projects were divided into occupation groups, such as managers and developers, to further analyze the differences in the importance of risk factors between the groups. As a result, "scope and requirements" were found to be the most important overall risk factors and differences in the risk factors were identified between two occupation groups.
