스포츠 현장에서 지각하는 학생 선수의 학습권 보장과 학교운동부 운영의 실효성 분석

Abstract

본 연구는 학생선수의 학습권 보장과 학교운동부 운영의 실효성을 분석하는 데 목적을 두었다. 이를 위해 총 12명을 대상으로 자료가 수집되었다. 먼저 사전 문헌 고찰을 통해 심층 면담의 질문을 완성하였으며 초점집단면접이 2회 수행되었으며, 수집된 자료는 주제분석법을 이용하여 분석되었다. 주제분석 결과는 두 개의 주제와 다섯 개의 하위주제가 도출되었다. 첫 번째는 주제는 ‘학습권 보장에 대한 현장의 볼멘소리’이며 이에 대한 하위주제는 ‘출석인정제와 최저학력제의 갈등’, ‘실효성 없는 위탁교육’, ‘진학 기회가 상실되는 대회출전 제한’으로 결과가 도출되었다. 두 번째 주제는 ‘학교운동부 운영에 대한 견해 차이’며, 하위주제는 ‘현실과 거리가 먼 합숙소 폐지’, ‘학교운동부의 순기능과 역기능’으로 나타났다. 결과적으로 스포츠혁신위원회 권고안은 선수, 지도자, 연맹, 대한체육회, 문체부, 교육부의 견해가 다르기에 현장에서 실행되기는 한계가 있다. 일관성과 지속성을 담보하지 못하는 정부의 학교체육 정책을 지켜봐 온 현장에서는 규정과 지침을 지키는 사람이 오히려 손해를 보게 되는 사례를 종종 목격하거나 경험하게 되면서 스포츠혁신위원회가 내놓은 실효성 없는 정책에 대한 불신이 커졌다. 그러므로 자기 입장만 주장하는 것이 아니라 자기 것을 내놓고 학생 선수를 먼저 생각하고 인재를 길러낼 수 있도록 힘을 모아 위로부터의 개혁이 필요하다. 이에 본 연구의 결과는 학생선수 학습보장제도 및 학교운동부 재정립을 위한 추후 제도 변화에 따른 혼란을 방지할 수 있는 선제적 조치를 마련할 수 있다고 판단되며. 이를 통해 학생선수를 위한 선진화된 학생선수 육성시스템 모델을 개발할 수 있는 자료가 될 것이다.

The purpose of this study is to guarantee student athletes’ learning rights and to analyze the effectiveness of the school sports innovation committee. For this study, data were collected from a total of 12 subjects. First, the questions of the in-depth interview were completed through prior literature review, FGI was conducted twice, and the collected data were analyzed using the thematic analysis method. As a result of the thematic analysis, two themes and five sub-topics were derived. The first topic was ‘Voice of complaints in the field about guaranteeing the right to study’, and as a result, the sub-topics were ‘Conflict between the attendance recognition system and the minimum academic achievement system’, ‘Ineffective commissioned education’, and ‘Restrictions on participation in competitions that result in loss of opportunity to go to school’. The second topic was ‘Differences in views on the operation of school sports teams’, and sub-themes became ‘Abolition of training camps that are far from reality’ and ‘Positive and negative functions of school sports teams’. In conclusion, the recommendation of the Sports Innovation Committee faces limitation in practical implementation due to differing opinions among athletes, coaches, associations, the Korean Sport & Olympic Committee, the Ministry of Culture, Sports and Tourism, and the Ministry of Education. Observations in the field, where the government's school sports policies lack consistency and sustainability, have led to increased skepticism about the Sports Innovation Committee's policies that prove ineffective. Instances where those who adhere to regulations and guidelines end up suffering losses have been frequently witnessed or experienced. Therefore, it is crucial to gather strength not only in advocating for one's own position but also in necessitating reform, putting forth one's own ideas and prioritizing the well-being of student-athletes. Consequently, the results of this study suggest the need for proactive measures to prevent confusion resulting from future institutional changes related to the Student-Athlete Learning Assurance System and the restructuring of school sports budgets. These measures can contribute to the development of an advanced student-athlete nurturing system model for the benefit of student-athletes.
