공동주택 초기계약률의 결정요인 분석연구: 정책 및 시장여건을 중심으로

Abstract

본 연구는 정책 및 시장여건을 중심으로 아파트 초기분양 성패에 있어서의 결정요인 및 아파트 초기계약률에 영향을 미치는 특성을 파악하고자 하였다. 구체적으로 본 연구는 경기도 내 유사성이 높은 하위시장을 대상으로 초기계약이 잘된 사업장과 그렇지 않은 사업장을 구분해 정부정책이나 시장여건을 중심으로 어떠한 요인이 초기분양에 결정요인으로 작용하였는지를 이항로지스틱회귀분석모형을 이용해 분석하였다. 다음으로 정책 및 시장여건 변화와 관련된 특성요인이 초기계약률에 미치는 영향을 다중회귀분석모형을 이용해 파악하였다. 실증분석 결과 초기계약률의 성패에 있어 수요자 지원 강화/완화 정책이 초기계약률에 영향을 미치고 있으며, 지역 내 가격상승, 신규개발 단지 등과같은 시장여건이 중요한 결정요인이 될 수 있음을 확인하였다. 이 외에도 근린공원과 같이 쾌적한 공간과 인접한 단지, 교육시설에 대한 접근성이 좋은 곳 역시 초기계약에 있어 필수적인 요인이 될 수 있는 것으로 나타났다. 특히 소비자들은 시장여건과 정부정책에 상당한 영향을 받는다는 점을 확인하였는데, 정부정책이 시장 기능이 저해된 경우시장의 활력을 유도하거나 과열을 진정시키는 등 시장기능을 보완할 필요는 있을 것이다. 그러나 잦은 개입은 시장을왜곡시킬 수 있다는 점에서 정부의 정책은 장기적 안목에서 안정적이고 예측가능하도록 유지할 필요가 있을 것이다.

This study aims at analyzing decision factors of apartment initial sales rate, specifically focused on impacts of housing policy and market conditions. Empirical result shows that important factors for succeeding the apartment initial sales rate should be housing policy for supporting consumers as well as housing market conditions, such as positive housing resale price trend in the area, within new development area, and amenities, typically including neighborhood park and school accessibilities. The results give some implications as follows. To keep stable basic housing market condition, it is necessary to provide localized housing policy and consumer support on macroscopic aspect. It is also necessary to more focus on residential convenience, education facilities, and adoptable initial sales price on microscopic aspect.
