불확실성의 동북아 국제관계의 심화: 중국의 급부상과 동북아 주요국가들의 강한 리더십의 등장과 한국

Abstract

21세기 동북아시아안보와 국제관계는 새로운 시대적 변화를 맞이하고 있다. 중국의 급부상 등으로 인하여 새로운 질서모색을 찾아 표류하는 불확실성의 국제정치 속으로 빠져들고 있다. 불확실성의 동북아시아 국제정치란 동북아시아 국가들이 힘의 우위를 목표로 경쟁함으로써 군사적 경쟁이 심화되어 안보딜레마현상이 발생하고 결국에는 물리적 충돌의 가능성도 배제할 수 없는 상황이 되는 것이다. 최근 중국 패권의 등장을 시기상조로 보는 견해와 조만간 가시화될 것이라는 주장이 대립하는 상황에서 동북아시아 국제정치의 문제는 급변환의 이시기를 평화적으로 유지하고 관리하면서 새로운 동북아 국제체제를 맞이할 수 있느냐에 초점이 있다. 특히, 2012년 이후 동북아시아에서 등장한 새롭고 강한 지도자들의 부상은 중국의 급부상과 함께 동북아 국제관계의 불확실성을 더욱 심화시키고 있다. 이글은 최근 급부상하고 있는 중국으로 인한 동북아시아 국제관계의 불확실성의 심화과정을 분석하고자 한다. 특히, 불확실성의 심화를 중국, 일본 및 북한의 강한 리더십의 부상이 동북아시아 질서를 더욱 불확실하게 만들고 영토 문제 및 역사수정주의 등 전통적 동북아시아 국제관계 문제를 더욱 악화시킨 원인으로 규명하고자 한다. 이를 위해 우선 국제정치이론이 보는 불확실성에 대한 개념적 논의 와 동아시아 지역의 역사적 특징을 분석하고자 한다. 이를 기반으로 최근 부상하고 있는 동북아시아의 주요안보 이슈들을 분석하고 이에 대한 우리의 대응방안 등을 모색하고자한다.

This paper attempts to explore contemporary Northeast Asian international relations based on the perspective of uncertainty issue of international relations. Recently security environments in Northeast Asia is facing many challenges which are the most serious and complex external security environment since the end of the Cold War. The rise of China, the historical revisionism in Japan and mounting nationalistic responses from its neighbors, the return of assertive Russia, and an anachronistic North Korea with its nuclear ambitions are the major challenges. One of key cause of shaping the uncertainties is the rise of China. As China’s rise as a major power continues it will become increasingly clear how China intends to use its growing power both at the regional level in East Asia and globally. The strategic behaviour of all countries in the region, including the US and China themselves, is fundamentally influenced by the rise of China and major Northeast Asian security challenges. This paeper deals with major challenges of Northeast Asia including the rise of China, normalizing efforts of Abe and Kim Jungeun's nuclear program. This paper concludes the rise strong leadership in China, Japan and North Korea in 2012 deepened the uncertainties in Northeast asian International relations.
