평생교육 프로그램 공급 지형 분석: 2011-2015 평생교육통계조사를 중심으로

Abstract

본 연구는 2011년부터 2015년까지 5년간 국내 평생교육 프로그램의 공급패턴을 파악하고자 17개 시도의 평생교육 프로그램 공급 현황과 특성을 중심으로 각 시도별 교육기관과 프로그램 주제 변인 간의 교차분석을 실시하였다. 교육부와 시도교육청, 교육유관기관 등의 교육관련 자료를 제공하고 있는 EDSS(EduData Service System)의 평생교육통계자료에서 추출한 총 534,005개의 평생교육 프로그램 데이터와 통계청에서 행정자치부의 ‘행정구역별 총 인구수’ 데이터를 함께 활용하여 분석하였다. 2011-2015 시도별 평생교육 프로그램 및 기관 교차분석, 인구 대비 분석을 통해 총 공급량, 시도별 공급량과 공통적인 특징들을 확인하였고 이를 공급 지형도로 시각화하였다. 분석결과 다음과 같은 결과를 도출하였다: 첫째, 최근 5년간 국내 평생교육 프로그램과 제공 기관은 비약적인 양적 성장을 이뤄왔다. 둘째, 전체적으로 문화예술, 직업능력향상 프로그램이 높은 비중을 차지하고 있으며, 학력보완, 시민참여, 성인기초/문자해득 프로그램은 지속적인 감소추세를 보이고 있었다. 교육프로그램을 제공하는 기관으로는 원격교육기관이 가장 높은 비중을 차지하고 있었으며, 초중등학교를 제외한 나머지 기관들은 비슷한 비율을 점하고 있는 것으로 나타났다. 셋째, 인구대비 평생교육 프로그램 공급량을 분석했을 때, 서울과 비서울 지역간의 공급량 격차가 큰 것으로 나타났다. 연구결과를 바탕으로 서울과 비서울 간의 지역불균형 논의에 대한 필요성을 도출하였다.

This longitudinal study examines the relationship between 8 types of educational institutions and 6 types of lifelong education programs by focusing on the structure of 17 regions of lifelong education in order to find out the provision patterns at the national level. The five years of lifelong education data accumulation was 534,005 which has been annually conducted by EDSS (EduData Service System) in 2011-2015. The research has identified the amount of lifelong education provision per population and regional provision patterns by using Cross Tabulation Analysis between lifelong education programs and visualized the provision patterns with shaded maps and pie charts. The findings of the study are as follows. First, lifelong education programs and institutions have expanded quantitatively over the past five years. Second, art and cultural education programs and vocation and workforce education programs are the most dominant sectors. Also, schooling certificate and complementary education, humanities generation education, citizen participatory education programs have been decreased over the years. Distance education institutions have the highest percentage among institutions. Third, there are particular lifelong education provision patterns depending on the regions. Based on the result, the study provides the provision maps that can contribute on showing the five years of lifelong education programs provision patterns depending on the regions and the implication for regional development of lifelong education.
