도심부 활력지속을 위한 도시환경정비사업미시행지구의 특성분석 및 역할 규명 연구

Abstract

이 연구는 도시재생의 필요성이 높아지고 있는 여건에서 도심지역에 대한 ‘철거형정비’와 ‘유지관리형재생’ 등 다양한 수법이 공존을 통해 도심의 매력과 활력을 지속시킬 수 있는 미시행지구의 역할을 규명하는 것이 목적이다. 이를 위해 먼저 서울시 도심부의 특성과 도시환경정비사업의 현실을 이해하여 미시행지구의 새로운 해석의 필요성을 확인한다. 다음으로 미시행지구에 대한 다각적 분석을 통해 그 역할을 규명하고자 한다. 연구 결과, 그동안 개발이 미쳐 시행되지 아니한 지구로만 인식된 미시행지구의 역할을 다음과 같이 확인할 수 있었다. 첫째 미시행지구는 도심 활동의 선순환을 위한 근접지원을 하는 다양한 지원용도의 집결지 역할을 수행하고 있다는 점, 둘째 도심매력 보전장소 역할을 하고 있다는 점, 셋째 향후 도심재생의 발생 잠재거점 역할을 하고 있다는 점이다. 이 연구에서는 미시행지구의 단순한 역할규명 확인에 그치는 것이 아닌 생산적 역할을 감안하고자 하였으며, 향후 좀 더 실제적이고 구체적인 도시환경개선과 도심 활성화로 이어질 수 있도록 후속 연구가 이루어져야 할 것이다.

The purpose of this study is to identify the roles of non-implemented downtown renewal area that is sustaining the attractiveness and vitality through a variety of regeneration methods from demolition-type to maintenance-type in conditions that increases the need for urban regeneration. To do this, first check the need for a new interpretation of non-implement areas by understanding the nature of Seoul’s downtown and the reality of Downtown Renewal Project. Next, through a multifaceted analysis of non-implemented areas to investigate the role of this place. The only recognized where development is simply which is not performed here was found to perform the following roles. First role as a staging area for a variety of applications that support the virtuous circle of close support for downtown activities. Second, the city serves as attractive conservation area. Third, it serves as a place where future downtown regeneration that occurs. The Roles of non-implemented areas identified in this study is a follow-up studies need to be done in view of the practical application not just check the simple fact that so may lead to practical and specific urban environmental improvement and activating the city center.
