지방자치단체 청소년정책예산 분석: 서울시 10년(2006년~2015년) 예산을 중심으로

Abstract

본 연구의 목적은 서울시 청소년정책예산의 규모를 파악하고, 이를 정책영역별, 사용목적별, 그리고 재원출처별로 구분하여 지난 10년간의 변화추이를 분석하는 것이다. 이를 위해 2006년부터 2015년까지의 서울시 본예산서 내 청소년정책예산을 분석대상으로 선정하여 시계열분석 및 교차분석을 실시하였다. 주요 결과는 첫째, 서울시 총예산과 사회복지비는 지난 10년간 꾸준히 증가한 반면, 청소년정책예산은 사회복지비 대비 점차 감소하는 것으로 나타났다. 둘째, 지난 10년간 활동영역에 가장 많은 예산이 투입되었지만, 2011년 이후 복지영역의 비중이 점차 높아지고 있었다. 셋째, 직접비와 간접비를 확인한 결과, 정책영역에 따라 예산의 불균형 현상이 나타났다. 마지막으로 서울시 국고보조금은 타 시․도에 비해 매우 적으며, 대부분이 청소년복지영역에 집중되고 있었다. 이러한 분석결과를 바탕으로 연구의 함의를 제시하였다.

The purpose of this study is to apprehend the size of the youth policy budget of Seoul and to divide it according to the policy area, use purpose, and finance source to analyze the change progress for last 10 years. For this, the youth policy budget within the Seoul main budget bill from 2006 to 2015 was selected as an analysis target to carry out time-series analysis and crossover analysis. The main result is first, while the total budget and social welfare expense of Seoul have increased constantly for last 10 years, the youth policy budget was decreasing gradually compared to the social welfare cost. Second, while the youth policy budget of Seoul was invested into the activity area the most for last 10 years, the portion of the welfare area has been rising gradually since 2011. Third, as a result of confirming the direct expense and indirect expense, the budget imbalance phenomenon appeared according to the policy area. Finally, the government subsidy of Seoul was very lower than other cities and most of the government expenditure was being concentrated on the youth welfare area. The implication of the study was suggested based on this analysis result.
