정책 환경 불확실성을 반영한 확장 Taylor 준칙의 추정 및 평가

Abstract

본 연구는 높아지는 불확실성 하에서의 통화정책 환경 변화에 대응하여 불확실성을 반영한 확장 Taylor 준칙을 추정하고 평가를 시도하였다. 확장 Taylor 준칙은 정책금리 결정에 있어서의 불확실성의 영향을 계량화하여 정책금리 결정요소로 포함하는 만큼 중앙은행과 경제주체간 정보의 비대칭성을 완화할 것으로 기대할 수 있다. 2004년 1/4분기 이후 2021년 4/4분기까지를 대상기간으로 기존의 Taylor 준칙에 한국은행 『통화신용정책보고서』를 기초로 작성된 ‘통화정책 환경 불확실성지수’를 추가한 확장 금리준칙을 추정한 결과 정책금리에 대한 설명력이 현저히 향상되는 것을 확인하였다. 한편 마코프 국면전환모형을 통해 불확실성 국면별로 확장 금리준칙을 추정해 보면 불확실성이 낮은 국면에서 오히려 불확실성에 대한 정책금리의 반응이 큰 것으로 나타났다. 이러한 추정결과는 글로벌 금융위기 이후 저금리 기조가 이어지면서 상당 폭의 준칙금리 갭이 지속된 상황에 대한 설명으로서 의미를 가지는 것으로 생각된다.

This study extends the Taylor rule with the uncertainty index, based on the Bank of Korea's 『Monetary Policy Report』. When considering the role of uncertainty in determining the policy interest rate, the extended Taylor rule is expected to reduce the information asymmetry between the central bank and the public. The goodness of fit of the extended Taylor rule for the period of 2004 to 2021 improved significantly. We also estimated the extended Taylor rule for high and low uncertainty regimes. The estimated coefficient of the uncertainty for the low uncertainty regime was larger than that of the high uncertainty regime, which explains the situation in which the low interest rate trend has continued since the global financial crisis.
