국제전략환경 변화와 경기도 국제교류 추진 전략

Abstract

본 연구는 글로벌·지역적 차원에서 전개되고 있는 국제전략환경의 변화의 두 가지 추세-미중 전략경쟁시대의 도래, 중국의 발전패러다임 전환에 따른 국가·지역 발전전략 재편-에 대한 분석을 통해 경기도 차원의 국제교류 추진전략을 제시하는 것이 목적이다. 미중 전략경쟁시대의 도래와 관련하여 경기도 차원에서 주목해야 할 사안은 ‘일대일로 구상’과‘인도·태평양전략’ 간 경쟁, 미래 첨단기술을 둘러싼 경쟁, 그리고 RCEP과 CPTPP 및 IPEF 등 지역다자협력을 둘러싼 경쟁 등이다. 중국의 발전패러다임 전환에 따른 국가·지역 발전전략 재편과 관련해서는 중국이 기존의 4대 지역균형발전전략을 업그레이드함과 동시에 광역경제권을 중심으로 하는 새로운 지역발전전략을 수립하여 추진하고 있다는 점을 주목해야 한다. 이러한 국제전략환경의 변화 추세에 대응하기 위해서는, 경기도 국제교류 추진을 위한 5대 전략-특성화, 다양화, 다각화, 효율화, 네트워크화-을 수립하여 추진할 필요가 있다.

The purpose of this study is to present measures to revitalize international exchange at the local government (Gyeonggi-do) level through an analysis of changes in the international strategic environment that are being developed at the global and regional level. As representative examples of changes in the international strategic environment, intensifying US-China strategic competition and shifting China’s national development strategy were selected. First of all, regarding the U.S.- China strategic competition at the global and East Asian levels, Gyeonggi-do should pay attention to the “One Belt, One Road Initiative” and the “India and Pacific Strategy,” competition over future high-tech technologies, and regional multi-cooperation such as RCEP, CPTPP and IPEF. Next, regarding China’s transition to national development strategies, it should be noted at the Gyeonggido level that China is upgrading the existing four regional balanced development strategies and establishing a new regional development strategy centered on the metropolitan economy. This study suggested that five strategies-characterization, diversification, diversification, efficiency, networking-for international exchange in Gyeonggi-do should be established and promoted in order to respond to changes in the international strategic environment.
