Abstract
이 글은 발전패러다임 전환기 중국이 일대일로(一帶一路) 구상을 추진하는 과정에서 나타난 중앙-지방관계의 특징을 분석한다. 개혁시기 경제발전 과정에서 중앙정부는 ‘분권화’를 통해 지방정부의 권한을 확대하고 자율성을 제고했으나, 발전패러다임 전환기 일대일로 구상 추진과정에서는 ‘정책 규범화’ 기조를 유지하면서 ‘정층설계’ 방식을 통해 지방정부의 협력을 견인하고 있다. 지방정부는 중앙정부의 정책에 ‘편승’하여 ‘이익’을 추구하면서도 발전패러다임의 전환이라는 총체적 목표에는 적극 ‘협력’하고 있다. 하지만 개혁시기와 마찬가지로 발전패러다임 전환기에도 지방정부 간 과열 경쟁 및 사업 중복은 여전하며, 지방정부 부채 문제 역시 일대일로 구상의 순조로운 추진을 제약할 가능성이 있다. 일대일로 구상이 아직은 시행초기라는 점에서 중앙정부가 주도적인 역할을 수행하는 것은 불가피하지만, 발전패러다임의 전환이라는 국가발전 목표를 달성하기 위해서는 ‘협력’이라는 이름으로 지방정부의 자율성을 제한하기 보다는 지금보다 더 많은 권한과 자율성을 부여할 필요가 있다.
This article analyzes the characteristics of Central-Local relations in the process of China pushing forward with the ‘One Belt and One Road’ Initiative in the Transition period of Development Paradigm. The Chinese government is emphasizing “policy normative,” stressing that there is a huge opportunity for ‘OBOR’ Initiative, and encouraging cooperation by local governments through ‘Top-down’ methods. The local government is ‘jumping on the bandwagon’ with the central government’s policies and pursuing ‘profit’ but actively ‘cooperating’ with the overall goal of the Transition of Development Paradigm. Just like the reform period, however, overheated competition and business duplication among local governments still remains in Transition period of Development Paradigm, and local government debt problems could also limit the smooth implementation of the ‘OBOR’ Initiative. As the ‘OBOR’ Initiative is still in its early stages of implementation, it is inevitable for the central government to play a leading role. However, in order to overcome the side effects of reform and opening, the Chinese government should not limit the autonomy of local governments in the name of cooperation. Rather, it should give local governments more authority and autonomy than it is now.
