지진대비 안전수칙 매뉴얼의 지속적인 노출 방안 연구

Abstract

지금까지 한반도에는 비교적 약한 규모의 지진이발생했기 때문에 지진의 안전지대로 분류되어 왔으며, 시민들은 지진에 대한 대처 방안을 숙지하지 않았다. 하지만 2016년과 2017년 경북와 포항에서 발생한 규모 5.8과 5.4의 지진은 일본, 중국 일부에서도 감지될정도로 강력했고, 사람들은 우리나라도 지진으로부터안전한 곳이 아니라는 인식을 갖게 되었다. 하지만 어린이나 학생들은 학교안전교육을 통해 지속적으로 대처요령을 학습했던 것에 반해, 성인의 훈련 참여나 지진대비 대처요령의 숙지는 미흡한 것으로 나타났다. 본 연구에서는 안전훈련 참여와 지진대비 매뉴얼에대한 관심이 낮은 성인에게 지진 정보 접근성을 높여야 하는 것이 필요하다고 판단했고, 지진 발생 시 대처 요령에 관한 정보 도달률을 높이기 위한 방법을제시하고자 한다. 연구 과정은 다음과 같다. 첫째, 국내에서 발생했던 지진의 추이, 규모, 진앙지 등의 자료를 분석하였다. 둘째, 지진 대비 매뉴얼에 대한 행정안전부의 간행물과 국내외 선행연구를 고찰하였다. 셋째, 최근 지진 발생 지역에 거주하거나 체류 중인성인들을 대상으로 심층인터뷰를 진행한 후 인사이트를 알아보는 것으로 성인층에서 지진대비 대처요령의숙지가 미흡하다는 가설을 검증하였다. 분석결과, 성인들은 지진 대비 안전 매뉴얼 인지가부족했고 실제 지진 시 대피 방법도 적절하지 않았던것으로 나타났다. 또한 강한 흔들림을 실제로 경험했음에도 안전매뉴얼에 대한 관심이 낮았다. 이를 통해성인에게는 특정일에 실시하는 대피훈련보다는 평상시 지진 대피요령을 습득하기 위한 꾸준한 정보 노출이 필요하다는 결론이 도출되었다. 따라서 본 연구에서는 기존에 제공되는 매뉴얼을보다 빠르게 인지할 수 있도록 단순화, 시각화하였다. 또한 매뉴얼의 접근성을 높일 수 있도록 다양한 채널을 통한 콘텐츠를 제시하여 성인층에서도 지진에 대한 대피요령을 의식, 무의식적으로 숙지할 수 있도록하였다. 결론적으로 본 연구는 지진에 대비하여 성인의 인사이트를 고려한 알맞은 콘텐츠를 제공하여 평상시 안전관리와 위험물을 점검하는 방법 등 대처요령을 숙지하도록 하고, 지진 발생 시 당황하지 않고신속하게 대피하여 지진으로 인한 인명과 재산의 피해를 최소화하는 데에 기여하고자 한다.

Relatively weak earthquakes have occurred on the Korean peninsula till 2016, so Korea have been classified as a safe zone for earthquakes. Citizens have not trained how to deal with earthquakes. However, earthquakes of magnitude 5.8 and 5.4, which occurred in 2016 and 2017 in Gyeongju and Pohang, were strong enough to be detected in some part of Japan and China, and people became aware that Korea is not a safe place from earthquakes either. Unlike the increased interest in earthquakes, adults were less likely to participate in seismic training or acquire earthquakes. In contrast, children and students were found to be constantly learning through school programmes. The purpose of this study is to propose a method to increase the information reaching rate to adults in the event of earthquake. The research process is as follows. First, we analyzed the publications and related data issued by the Korea Meteorological Administration (KMA), including the earthquake trends and epicenters that occurred in Korea. Second, the publication of the Ministry of Interior and Safety(MOIS) on earthquake safety manuals and previous domestic and overseas studies were reviewed. Third, through in-depth interviews with adults living or staying in areas where recent earthquakes have occurred. The adults were not aware of the safety manual against earthquake, and the method of evacuation was not appropriate at the time of actual earthquake. Also, adults still had a low interest in the safety manual, even though they actually experienced the strong earthquakes. This led to the conclusion that it is necessary for adults to constantly disclose information in order to acquire evacuation precautions in case of earthquakes rather than evacuation drills on specific days. Based on the analysis, this study developed a simplified and visualized pictogram to make the manual more recognizable. In addition, contents were presented through various channels to enhance the accessibility of the manual. This allowed adults to become familiar with the evacuation procedures for earthquakes. In conclusion, this study aims at contributing to minimizing the damage of people and property due to earthquakes by providing contents considering the insights of adults in preparation for an earthquake and quickly evacuating without any confusion when an earthquake occurs.
