중국 시진핑 시기 반부패 정책의 특징과 함의

Abstract

‘당-국가 체제’ 중국에서 반부패 정책은 사회주의 체제의 정당성 및 안정성을 확보하기 위한 중요한 수단이었으나, 그동안의 추진과정 및 결과를 보면 많은 한계를 보여준 것도 사실이다. 하지만 2012년 출범한 시진핑 지도부는 중국이 당면한 ‘발전패러다임의 전환’ 및 ‘전면적 개혁 심화’를 위해서는 만성적인 부패문제의 해결이 중요하다고 인식하고, 당ㆍ정ㆍ군 고위간부와 중앙ㆍ지방 관료들에 대한 강력한 반부패 정책을 전개하고 있다. 이를 위해 시진핑은 당ㆍ정ㆍ군 핵심 지위를 확보하여 반부패 운동의 추동력을 확보했고, 당내 규정 정비와 국가감찰위원회 설립 및 순시감찰제도 운영 등을 통해 “성역 없고, 전방위적이며, 무관용”의 반부패 정책을 추진하고 있다. 하지만 시진핑 지도부가 반부패 정책의 목표로 제시하고 있는 “중국공산당 영도 하의 현대화된 통치체계와 통치능력의 구축”을 위해서는 반부패의 제도화 및 규범화 수준이 좀 더 제고되어야 하고, 중국국민들이 실질적으로 체감할 수 있는 성과도 창출해야 하는 과제도 안고 있다.

Anti-corruption policy has been an important means of securing the legitimacy and stability of the socialist system in China. Xi Jinping’s leadership also recognizes the importance of addressing chronic corruption in order to ‘Comprehensively Deepening Reforms’, and is implementing a strong anti-corruption policy against senior officials in the party, government, and military. Xi Jinping’s leadership stipulates regulations within the Party, establishes ‘The State Committee of Supervisory of the People’s Republic of China’. They are promoting an anti-corruption policy of “no sanctuary, omnidirectional, zero-tolerance”. As a result, it is gaining sympathy and support from most Chinese people. However, the anti-corruption policy strongly pursued by Xi Jinping leadership seems to require more time to eliminate the root cause of corruption, and the institutionalization and normation of anti-corruption still have a long way to go. Therefore, success of Xi Jinping leadership’s anti-corruption policy depends on what can be achieved in the future, and efforts to achieve institutionalization and normation to sustain anti-corruption performance are essential.
