Abstract
The objective of this study is to develop an educational index for blockchain-based lifelong vocational competency development and training record management. To achieve this, a comprehensive list of learning activities from the Moodle software, an open source Learning Management System (LMS), was created. Subsequently, Delphi and AHP analyses were conducted with experts to assess the importance of educational indices across each stage of the learning process. The evaluation of importance was categorized from both learner and instructor perspectives, addressing key stakeholders in the education field. The findings of this study can be applied to inform strategies aimed at enhancing educational outcomes within the Learning & Earning (L&E) model framework for future training record management systems
