Trust in the government and the media was selected as parameters of policy support, while sub factors were defined. The survey was conducted for a month from mid-September 2015. This survey was conducted during the weekends at Olympic host areas and metropolitan area. When results from the Metropolitan and Olympic host areas were combined, a total of 889 questionnaires were used. The collected data was analyzed by the SEM method. According to the analysis results, most host area residents selected “appropriate activities of policy communication channels such as the media” and “the mutual communication of the policy recipients” as important factors whereas those from the metropolitan areas chose “government's policy communication attitude” and “communication between the government and the local residents” as factors influencing their policy support. Meanwhile, it was found that the residence of these two leisure areas have different ideas on sub factors that can have an impact on their trust in the government. For trust in the media, the residence of the host areas picked “the promotional policies”, “appropriate activities policy communication channels such as the media” and “communication between the government and the local residents” whilst the citizens of the metropolitan areas chose “government’s policy communication attitude”, “the promotional policies”, “appropriate activities of policy communication channels such as the media” and “communication between the government and the local residents”. Although there were differences with trust in the media between the two regions, they agreed that both, trust in the government and media, where vital factors of policy support. In conclusion, top priorities should be placed on, the promotion of policies and appropriate activities of policy communication channels such as the media in order to gain support from the host areas, while efforts to draw support from citizens of metropolitan areas should be made by focusing on, government's policy communication attitude end communication between the government and the local residents.
