Abstract
OBJECTIVES: The present study developed a program evaluation index to determine the achievement of the government program of ‘National Riding Experience Program’. This work further performed an IPA (importance-performance analysis) to identify proximal program attributes which could contribute to greater or lesser perceived importance and satisfaction of both policy practitioners and program operators. MATERIAL/METHODS: A careful literature review leaded to the development of five-points Likert scaled twenty-three measurement items. Thirty-two policy practitioners and sixty-nine program operators completed their measurement instrument. A series of statistical analysis including Student t-test and IPA matrix analysis were conducted to identify the priority of importance and satisfaction perceived by respondents. RESULTS: The results indicated that five evaluation indexes including the relevance of program budget arrangement and execution, relevance of program performance operation, implementation of program guideline as well as the identification of user satisfaction were clustered in the area of ‘keep up the good work’ for the measures of both policy makers and program operators. The results further revealed that perceived satisfaction scores rated in twenty-two program evaluation were found to be lower than perceived performance for both two-sided stakeholders. CONCLUSION: Our results provided an important insight into which program attributes should be concerned carefully to gain satisfactory achievement and meet customer satisfaction for the management of ‘National Riding Experience Program’.
