동북아 안보공동체 발전과 일본의 역할 : 한일-중일간 군사교류 비교와 분석을 중심으로

Abstract

냉전 이후 20여 년이 흐른 현재 동아시아의 안보환경은 여전히 불안한 상황이다. 즉, 중국의 부상에 대한 미국과 일본의 견제의식 강화, 북한의 지속적인 군사위협, 그리고 중ㆍ일간의 영토분쟁을 둘러싼 물리적 마찰 등 여러 가지 불안 요소가 잔존하고 있다. 본 논문은 장기적으로 안정적인 역내 안보환경 조성을 위해서는 지역 안보공동체 구성이 필요하다고 보고, 이러한 당위성에 근거하여 동아시아 안보 공동체 형성과 발전에서의 일본의 역할에 대해 논의하였다. 동아시아의 안보공동체 형성을 위해 가장 중요한 것은 역내 주요국인 한ㆍ중ㆍ일 삼국 간의 협력이다. 한ㆍ중ㆍ일은 1990년대 이후 정치적 안보 대화를 벗어나 군 당국자 간 안보교류와 협력을 시작한 이래, 발전의 모습을 보이기도 하였으나, 역사, 영토문제 갈등이 불거지면 후퇴하는 현상을 보였다. 결국, 안보 협력에 있어 가장 중요한 ‘신뢰구축’의 작동부재로 인해 현재 한ㆍ일, 중ㆍ일 사이의 군사외교에서는 주요한 발전의 모습이 보이지 않는 상황이다. 즉, 역사나 영토문제에 있어 적극적이고도 진취적인 일본의 노력으로 인한 ‘화해의 정치적 프로세스’가 진행된 후, 안보협력의 발전도 가능하게 될 것이다. 한ㆍ중ㆍ일 역사문제의 화해 프로세스는 동아시아의 안보와 평화구축에 있어 그 무엇보다 우선시 되어야 할 전제조건이다.

Twenty years after the end of the Cold War, the security environment of East Asia still remains unstable. Growing rivalry between US and China, constant military threats from North Korea, and territorial disputes between China and Japan reflect the volatile security environment of the region. Based on the assumption that building a security community is the optimal path for long-term regional stability, this article discusses Japan`s role in achieving this goal. The prerequisite for building the East Asian security community is the collaboration among three major regional players: China, Japan and South Korea. After the end of the Cold War, the three countries have shown some improvements in their security relations, especially from the quantitative standpoint. However, the development has not been stable, but fluctuated with periodic phases of downturn, mainly due to history and territorial disputes. As a result, due to the lack of trust, security relations between South Korea and Japan, and China and Japan have remained stagnant. Indeed, genuine development in security relations among the three countries would only be possible through Japan`s taking an active role for reconciliation. The process of the reconciliation over history and territorial disputes among the three major regional powers is the foremost condition to be met for regional peace and stability.
