- Abstract
- 본 연구는 우리나라의 망 중립성 정책을 검토하고 향후 발전 방향을 모색해 보기 위하여 시도되었다. 이를 위하여 우선국내 망 중립성 분쟁사례를 검토하며 기존 전기통신사업법과공정거래법 상 관련 규정을 검토한다. 다음으로 최근 분쟁사례에 대한 사법적·행정적 조치를 살펴본다. 이후 2011년 발표된 망 중립성 가이드라인과 2013년 발표된 트래픽 관리 기준을 소개하며 이에 대한 각계의 평가를 소개한다. 마지막으로는 이러한 망 중립성 기준을 혁신과 규제의 관점에서 평가하고 향후 발전 방향을 제시한다.
