- Abstract
- 본 연구는 2013년부터 정부가 추진하고 있는 상상콘텐츠기금 논의의 문제를 확인하고, 디지털 환경에서의 콘텐츠 진흥기금 목적 및 부담 주체를 제시하고자 설계되었다. 본 연구는 프랑스의 새로운 콘텐츠 기금 도입 정책과, 부가가치가 콘텐츠 유통 사업자들에게 집중되는 디지털 콘텐츠 생태계의 불균형 문제에 주목하였다. 공존과 균형을 통한 공진화는 생태계의 발전의 필수 요소인 바, 새로운 콘텐츠 기금의 목적은 ‘콘텐츠 생산 재원조달 활성화와 콘텐츠 산업의 디지털화’에 초점을 맞추어야 하며, 기금 재원은 콘텐츠 유통을 통해 부가가치를 창출하는 디지털 콘텐츠 서비스 사업자 및 스마트 기기 사업자의 역할 분담을 통해 조성되는 것이 바람직하다.
