서울시내버스 서비스의 종합적 평가에 관한 연구

Abstract

서울시에서는 매년 시내버스 서비스 만족도 조사를 실시하고 있으나 업체성과 평가를 위한 설문 위주로 구성 되어 있어 이용자가 실제로 체감하는 서비스 품질 평가 및 개선방안 모색에 어려움이 많았다. 본 연구는 현재 운영되고 있는 서울 시내버스를 대상으로 공급자 측면의 효율성과 이용자 측면의 서비스 품질 모두를 평가하는 통합적 성과평가를 시도하여 서울시 버스체계의 합리적 정책대안을 모색하는데 초점을 맞추었다. 먼저, 객관적이고 양적인 분석을 위해 자료포락분석(DEA) 모형을 사용하여 버스노선 서비스의 상대적 효율성을 평가하였다. 다음으로 주관적이고 질적인 평가방법인 서브퀄(SERVQUAL) 모형을 활용하여 버스를 이용하는 이용자의 서비스 기대수준과 인지수준의 차이로 서비스 품질을 평가하였다. 또한, 본 연구에서는 분석에 사용된 요소들이 효율성 점수에 미치는 영향요인을 분석하기 위하여 토빗회귀분석을 수행하였는데, 버스 운영 효율성에 영향을 미치는 요인은 배차간격(-)과 정류소수(+), 인가거리(+)로 이중 가장 큰 영향을 미치는 것은 배차간격인 것으로 나타났다. 버스 효율성과 서비스 품질 간 상관관계를 파악하기 위해 효율성 분석노선과 동일한 서비스 품질조사 해당 노선을 추출하여 효율성 점수별 서비스 품질, 배차간격 등을 비교한 결과 효율성이 높은 노선 일수록 서비스 품질도 우수하고 배차간격도 짧은 것으로 분석되었다. 이와 같은 결과를 토대로 향후 버스노선의 효율성을 개선하기 위해서는 배차간격, 정류소수, 노선거리 등과 같은 요소들을 중심으로 방안을 모색해야 하며, 특히 배차간격의 개선이 반드시 이루어져야 버스노선의 효율성 향상과 함께 이용시민들의 만족도 및 서비스 품질도 제고할 수 있는 중요한 방안임을 시사한다.

The city of Seoul has performed surveys about the service satisfaction of city bus every year. However, the questionnaires focused only on company performance evaluation. Therefore, it was not easy to evaluate service quality actually passenger feel and neither easy to seek plans for service quality improvements. This study attempted synthetic performance evaluation by considering efficiency in the provider side of city bus and quality of service in the bus user side. Then, it tried to find items improving service quality significantly, and it focused to explore alternatives for rational policy related to Seoul bus system. First, the study developed some assessment items which can evaluate bus service quality comprehensively by using subjective and qualitative evaluation of SERVQUAL model. Then, it assessed service quality by comparing expected level of service and actually experienced level of service. Next, the study evaluated the relative efficiency in bus line service with data both of trunk bus line operation and branch bus line operation data by using DEA (Data envelopment analysis) model for objective and quantitative analysis. The study used Tobit regression analysis in order to find major factors affecting on the level of scores about efficiency among several factors in questionnaire of the survey. The most influential factors is Bus interval among the Bus interval, the number of stops, and the distance of the permitted bus line. In order to identify the correlation between service quality and management efficiency, the study compared the level of service qualities and bus dispatching intervals at each categories of efficiency score ranges by using same lines belong to both of efficiency analysis and quality analysis. The comparison results showed that better service qualities and shorter dispatching intervals was offered when the management efficiency became higher. Based on these results, in order to improve the efficiency for each bus line, the future bus policies need to focus on most influential factors such as bus interval, number of bus stops, bus line distance and so on. Especially, the bus dispatching interval should be improved for increasing efficiency. This improvement is also effective for increasing citizens’ satisfaction and quality of bus service as well.
