- Abstract
- This article explores mechanism of policy change through which to investigate the social and political context surrounding a case. For this study, a case study approach is adopted focusing on a case of KBS' critical news program 'Ssam' and the human rights of athletes-related policy, wherein a qualitative methodology is utilised in order to explain a complex and multifaceted mechanism of policy change. The advocacy coalition framework (ACF) is adopted as a theoretical lens which might offer a complete picture of the process. Mechanism of policy change identified through the case is as follows: the occurrence of a dynamic exogenous event or an external shock brought about criticism from media and civic groups, which led to changes in public opinion that changed perceptions and beliefs of policy-makers. As a consequence, policy-makers adopted a series of policies related to the human rights of student-athletes. As identified in the case, the ACF has provided partial insights into the process of sport policy change, with an attention to the concept of key sources of policy change such as the notion of an external shock or a dynamic exogenous event and the notion of a policy-oriented learning. It might be argued that a dynamic exogenous event or a dynamic exogenous event is a critical condition for policy change.
