- Abstract
- The goal of this study is to propose a policy that improves the energy efficiency of the existing housing through analyzing of the policy in advanced European countries. For achieving this goal, this study examines the potential of the existing housing in the reduction of greenhouse gas and discusses the fact that the improvement of energy efficiency of the existing housing is more difficulties than that of the new construction. In order to overcome such barrier element, this study analyzed European policies such as building energy efficiency rating systems, financial support methods, information supports, and regulations. In the conclusion, this study proposed a policy that improves the energy efficiency of the existing housing based on the results of the analysis for each issue. The results of the studies provide some useful insights for the policy design in this area, including the importance of developing information tools for providing appropriate information for owners of housing.
