- Abstract
- 본 연구는 교원의 보수체계와 교직사회 개방에 대한 교원과 학부모의 인식을 비교하기 위하여 이루어졌다. 전국 496개교 초·중·고 교사 5,601명과 학부모 1,558명을 대상으로 설문조사를실시하여 인식의 차이점을 규명하였다. 교원보수체계에서 교사들은 현행 단일호봉제 유지를 선호하고 성과급제 도입에 반대하였으나, 학부모들은 성과중심 개편에 찬성하는 비율이 교사들보다 높은 것으로 나타났다. 직위별호봉제에 교장과 교감은 찬성하였으나 일반교사들은 반대하였다. 교원 특별자격증제와 민간인 교장제도 등 개방형 충원제도에 대해서는 교원들은 반대 의견이 많았고, 학부모들은 개방형 충원제도에 찬성하는 비율이 상대적으로 높았다. 보수체계와 충원방식에 대한 교원과 학부모 인식 차이가 교원인사제도 설계에 주는 시사점을 논구하였다. 교원보수와 인사제도 정책결정과정에 조합주의 모형을 적용하여 이해당사자의 참여를 제안하였다.
