첨예화하는 미중 가치 갈등과 러시아의 전략 입지

Abstract

이 글의 목적은 바이든 행정부의 대외정책에서 트럼프 시기와 가장 큰 차이로 부각된 ‘가치동맹’의 전제와 그 전제를 뒷받침하는 이유들과 연관된 몇 가지 주요 질문들을 검토하는 데 있다. 제기된 질문들 대한 검토 결과는 다음과 같다. 첫째, 중국이 추구하는 비서방 가치와 중국특색사회주의 모델은 미국(서방)의 자유, 인권 등 추구 가치와 민주정체에 위협이 되기 어렵다. 둘째, 중국의 위협에 대응하는 미국 주도 가치동맹의 의도는 중국의 힘과 영향력을 견제하는 데 있다. 여기서 가치는 동맹/연합의 전열을 최대한 확대하기 위한 이념적 도구의 성격을 내포하고 있다. 셋째, 바이든식 가치경쟁의 실천 방향은 경쟁과 대결을 유연하게 혼용하는 접근법 즉, 최대화된 우호국 연합을 활용하는 경쟁과 냉전적 대결이 병존하는 구도가 될 가능성이 높다. 넷째, 중국과 러시아는 가치 및 문명론적 차원에서 합치 부분은 넓다기보다는 협소한 편이다. 마지막으로, 첨예화된 미중 가치 갈등 구도 속 러시아의 전략적 입지 선정은 현 상태로 고착되거나 닫혀 있다기보다는 열려 있다고 보는 것이 더 현실에 부합할 것이다.

The purpose of this article is to examine some key questions related to the premise of the “value alliance” that emerged as the biggest difference from the Trump period in the foreign policy of the Biden administration and the reasons that support the premise. The results of the review of the questions raised are as follows. First, the non-Western values pursued by China and the socialist model with Chinese characteristics do not pose a threat to American (Western) values such as freedom and human rights and democracies. Second, the intention of the US-led value alliance to counter the Chinese threat is to contain China's power and influence. Here, the value implies the characteristics of an ideological tool to maximize the size of alliance/coalition. Third, the practical direction of the Biden-style value competition is highly likely to be an approach that flexibly mixes competition and confrontation, that is, a competition that utilizes a maximized coalition of friendly countries and a Cold War-style confrontation coexist. Fourth, the extent of agreement between China and Russia in terms of values and civilization is narrow rather than broad. Finally, it would be more realistic to view Russia's strategic positioning in the context of the sharpened US-China value conflict as open rather than fixed or closed as it is.
