인구문제와 지역재생 - 아베노믹스가 방향을 전환한 이유-

Abstract

아베노믹스 1.0과 2.0은 보수우파 아베정권의 정치철학을 감안할 때 낙수효과와 분수효과란 대결구도처럼 상당히 결이 다른 것으로 이해되는 정책내용으로 보인다. 즉 지금까지 추진돼왔던 중앙정부 주도의 도시, 대기업, 수출 등의 정책우선 지향성에서 지방권역을 우선하는 지역, 중소기업, 내수, 가계 등의 지향성으로 정책적인 노선을 전환했을뿐 아니라 그 실현의지와 집행강도도 과거보다 신속해진 것으로 확인된다. 이는 기존의 인구추계와 달리 예측보다 훨씬 빨리 지역의 과소문제가 불거질 것이라고 발표된 2014년의 일명 소멸리스트를 그 출발점으로 한다. 열도의 인구위기를 한층 절감하도록 한 결정적인 계기일 수밖에 없다. 이렇듯 아베노믹스가 지금까지와 달리 그 방향을 전환한 이유는 다양하게 해석된다. 다른 요인도 당연히 작용을 했을 것이지만, 몇 가지 거시적인 변화계기를 꼽는다면 다음과 같다. 먼저 장기집권 등 정치적인 공학과 연결된 인구문제의 위기확인과 집권여당의 위기가 정책변용의 배경으로 작용했으며, 이를 극복하는 차원에서 아베정권이 그간의 중앙주도의 보수우파적인 정치철학에서 벗어난 지역재생이란 키워드를 선정하게 된 것이다. 따라서 한국에 유효한 정책함의와 시사점은 △과거의 정치철학에서 벗어난 정책변용 △그 해결로서 지역재생으로의 접근방식 대전환 △지향점은 사람우선의 혁신과제로 확대연결 등 3가지로 요약된다.

Considering the political philosophy of the conservative Abe administration, Abenomics 1.0 and 2.0 are very different as exemplified by the Trickle-down Effect and Fountain Effect. This is because 1.0 is a central policy focused on conglomerates, urban development, and export-oriented growth. However, 2.0 is changing to a regional government-led policy that is considered to prioritize small- and medium-sized businesses, domestic consumption, and family-oriented policies. Obviously, this change will also accelerate its commitment to implementation and execution. This will be the start from the so-called extinction list in 2014. The policy switch of Abenomics from 1.0 to 2.0 is necessary because of the crisis presented by population problems and a long-term seizure of power linked to political engineering. As a result, they selected the keyword Regional Regeneration aside from their conservative political philosophy. The implications thereof for Korea are briefly summarized in the following three categories: policy changes that deviate from their own philosophy, a major shift in approaches to regional regeneration, and an expanded connection to innovation tasks based on people's priorities.
