주민참여 및 인식도에 있어서 인구통계학적 요인의 특성에 대한 고찰: 서울시 마을 만들기 3개 시범지역을 대상으로

Abstract

본 연구는 서울시 마을 만들기 시범사업 사례 대상지 3개 마을을 대상으로 설문조사를 실시하여마을 만들기 사업에서 나타난 주민참여 행태 및 계획요소에 대한 평가를 조사 대상자의 인적 특성을중심으로 살펴보았다. 인적 특성은 성별, 연령, 거주기간, 소득, 학력, 주택소유 여부, 직업, 지역에 대한애착심 등 여덟 개 요인이다. 선행연구를 토대로 이들 여덟 개 변수에 대한 가설을 구축하고 검정한결과 지역에 대한 애착심 관련 가설만이 채택되고 나머지 일곱 개 가설은 기각되었다. 한편 모든 인구집단은 자신들의 이해관계에 기반해서 개별 계획요소들의 의의를 평가하고 있음이 확인되었다. 따라서인적 특성에 근거해서 일반론적 경향성을 추론하기보다는 사안별로 이해관계를 개별적으로 추정하는것이 정책담당자의 합리적인 접근으로 판단된다. 인적 특성에 따른 집단간에 분명한 차이를 확인하지는못했지만 이 연구는 지역에 대한 애착심, 이해관계, 여성, 고령층, 저학력층, 단독주택 거주자의 역할이사업의 성공에 일정한 영향을 미침을 확인하였다.

This study surveyed three communities where the pilot project of ‘Maeulmandeulgi’had been fulfilled in Seoul. Based on the survey, this study analyzed the extent of residentparticipation in terms of some demographic factors, which encompass sex, age, length of residence,income, education, home ownership, occupation, and affection for the community. The eighthypotheses corresponding to the eight factors were constructed based on domestic and foreignpreceding studies. The seven hypotheses except the affection for the community were rejected unlikemost the preceding studies. In the meantime, it is identified that all the demographic groups evaluatethe significance of each planning element based on their own interests. In this regard, policy makersneed to focus on the interests of individual events rather than demographic factors when they promotethe project. Although it is difficult to find clear difference between groups classified by demographicfactors, this study identifies the importance of the affection for the community, self-interest motive, and the role of women, seniors, the less-educated and residents of detached dwellings to successfullypromote the project.
