Abstract
The purpose of this study is to assess whether the downtown regeneration plan, being promoted in a few metropoleis is implemented based on its planning factors. This study examined the planning factors and found the importance of downtown regeneration through the survey of experts and assessment of resident’s satisfaction. As a result, it showed that the experts, in terms of physical regeneration factors, thought of the physical and environmental factors, existing infrastructure, and rearrangement of deteriorated residential areas or improving items. In terms of non-physical regeneration factors, industrial/alonomic factors, urban alonomic infrastructure, and revitalization of urban markets were lonsidered as important factors. In general, non-experts were dissatisfied with the non-physical factors, especially with alological, historical and cultural space, and pedestrian factors. After weighing the factors, in terms of policy/management, improvement of law and system, revitalization of resident-participation, and organization of public-private cooperation were considered as less important factors. In conclusion, while the existing urban regeneration plan focuses on the physical factors, it did not fully consider the non-physical factors such as citizen participation.
