Abstract
본 연구에서는 특별교통수단 중 하나인 서울시 장애인 콜택시데이터를 활용하여 장애인들의 이동 특성을 파악하고, 이동권 보장 및 개선에 필요한 부분이 무엇인지 실증 분석을 통해 알아내고자 한다. 첫째, 기술통계분석을 통해 첨두시간, 장거리 통행 지역 등 장애인 콜택시 이용자의 통행 특성을 파악하고자 한다. 둘째, 행정동별 대기시간과 연평균 소득과의 관계를 파악하여경제적 요인에 따른 장애인 이동성 서비스의 공간적 불평등이 존재하는지 살펴보고자 한다. 나아가 장기 대기시간 비율이 높은행정동 및 콜택시 서비스 취약지역을 도출하고자 한다. 셋째, PageRank Index를 활용한 중심성 분석을 통해 통행량이 많고 공간구조상 중요한 지역을 도출하고자 한다. 마지막으로 Louvain 알고리즘을 활용한 장애인 생활권을 도출하여, 2030 서울시 생활권 계획과 비교하고자 한다. 이를 통해장애인 이동권 보장 및 편의 증진을 도모하고, 추후 교통약자 관련 시설 계획을 위한 정책적 시사점을 제공하고자 한다.
The factors influencing mobility and community living zones for the disabled were analyzed using the call taxi big data and a community detection method in Seoul, Korea. A spatial statistical model was used to analyze the factors affecting the mobility for the disabled. The results of the analysis showed a significant difference between the community living zones of the 2030 Seoul community plan and the actual community living zones determined using the Louvain algorithm. This study also identified the characteristics of mobility for the handicapped. The primary destinations for the individuals with mobility disabilities were hospitals and nursing homes. The mobility of the handicapped was closely related to the operating hours of medical and service facilities. The average waiting time for call taxis for the disabled was 87–90 minutes, with a minimum wait time of 16 minutes and a maximum wait time of 241 minutes. Furthermore, this study confirmed that the handicapped who live in low-income neighborhoods wait longer for call taxis. This finding indicates that public mobility services for the handicapped should be improved in low-income neighborhoods. The results of this study provide valuable insights for the development of public policies that promote the mobility of the handicapped.
