항공우주 주도권 확보를 위한 대한민국 공군 전자기스펙트럼 작전 능력 구축 방안

Abstract

현대전에서 항공우주영역의 주도권 확보는 전장의 성패를 결정하는 필수적인 요소이며, 첨단 군사과학 기술의 빠른 발전은 전자기스펙트럼(Electromagnetic Spectrum, EMS)에 대한 의존도가 높은 항공우주영역을 기반으로 하는 공군 군사작전에 있어 새로운 무기체계의 등장을 촉진시켰다. 이에 따라, 항공우주영역에서 제공권으로 판가름 되던 전장의 우세는 전자기스펙트럼 우세로 그 패러다임이 변화하고 있다. 대한민국 공군도 이러한 환경 변화를 고려한 작전수행을 위해 전자기스펙트럼 작전에 대한 개념정립이 필요하다. 이 논문에서는 항공우주영역의 주도권 확보를 위하여 대한민국 공군의 전자기스펙트럼 작전 개념을 최초로 정립하고, 대한민국 공군 전자기스펙트럼 우세 전략 및 전략목표를 제안하며, 우세 전략 실현을 위한 대한민국 공군의 전자기스펙트럼 작전 조직체계 구축 방안을 제시한다.

In modern warfare, achieving the dominance on the battlefield of air and space domains is an essential element to determine the success or failure in the battlefield. Furthermore, the rapid development of advanced military science and technology has promoted the emergence of a new weapon system in air force military operations based on air and space domains which are highly dependent on the electromagnetic spectrum (EMS). Consequently, the paradigm is changing from battlefield superiority, which was determined by air superiority in air and space domains, to EMS superiority. Therefore, the Republic of Korea Air Force (ROKAF) also needs to establish the concept of electromagnetic spectrum operations (EMSO) to conduct military operations considering these environmental changes. In this paper, we establish the concept of EMSO of the ROKAF for the first time to ensure the battlefield dominance for air and space domains. Then, we propose the EMS superiority strategy and strategic goals for the ROKAF EMSO and a plan to establish the organizational system of the ROKAF EMSO for the realization of the EMS superiority strategy.
