Abstract
산업화와 도시화가 진행됨에 따라 도시로의 인구 집중으로 인해 주택문제, 안전문제, 에너지 문제, 환경문제 등 다양한 도시문제가 발생하고 있다. 교통 민원은 교통 혼잡, 주차 공간 부족, 교통사고 증가 등 생활 현장에서 자주 부딪히는 도시문제로서, 방치 시 화재 대응이나 응급환자의 이동을 방해하여 막대한 인명 및 재산피해까지 가져올 수 있다(이근상, 2020). 이와 같이 교통 민원은 생활환경부터 크게는 생명과 재산에까지 연결되기에 영향을 미치는 요인을확인하고 그에 대한 조치를 통하여 사회적 비용을 저감시킬 수 있을 것이다. 이러한 필요성을 토대로 본 연구에서는 서울시에서 제공하는서울 스마트 불편신고 데이터를 사용하여 교통 민원을 발생시키는 도시환경 특성을 국지적으로 확인하고 그 결과를 바탕으로 민원을 감소시킬 수 있는 정책적 시사점을 제시하고자 한다.
As urbanization progresses, the number of urban problems is increasing. The Seoul Metropolitan Government is making various efforts to solve these problems, creating a civil complaint application called “Seoul Smart Report,” but the number of civil complaints continues to increase. Traffic complaints account for the largest proportion of complaints in the “Seoul Smart Report” and have a great impact on the lives of residents. On a small scale, problems such as traffic congestion and lack of parking spaces persist, and on a large scale, these problems can lead to loss of life and property damage. This study used the “Seoul Smart Inconvenience Report” data provided by the Seoul Metropolitan Government to locally analyze city-specific factors affecting traffic complaints through the GWR model. Through the analysis, the most significant civil complaints derived were single-person households, households with two or more people, resident population in their 40s to 60s, single-family home density, townhouse/multi-family density, large retail facility density, office facility density, church density, LUM, and officially announced land price. The analysis of this study confirmed that there is a need to secure parking spaces for types other than apartments and to pay attention to areas where large churches are located.
