Creating a Safe Industrial Workspace: Service Design Strategies for Preventing Safety Issues

Abstract

Background Recently, attention to industrial accidents has been heightened after a series of high-profile disasters, causing the Government of South Korea to pass the Serious Accident Punishment Act. This study aims to establish effective strategies for practical safety diagnosis and disaster prevention at industrial sites by using a user-centered approach. To this end, we analyze cases of problems in industrial complexes from a service design perspective and derived safety service design strategies for industrial sites. Methods This study analyzed the contents of self-report through worker participation, the resulting safety threats, and the improvement measures applied to the actual site for the eight corporates that participated in the 2022 Safety Service Design Project of the Korea Institute of Design Promotion. By categorizing the improvements applied in the field into the same group, we inductively derived safety service design strategies for industrial sites and derived case-based goals and definitions for each strategy. Results Four items were derived as safety service design strategies for industrial sites: space improvement, route improvement, safety education, and safety signage. Space improvement is the creation of a working environment where workers are forced to recognize safety through environmental design with the aim of improving the awareness of workers who have become insensitive to safety. Route improvement is the separation of routes to prevent collisions between people and machines and the clear communication of information about the separated routes. Safety education is defined as the delivery of basic safety rules in an intuitive design on frequently traveled routes so that workers can be reminded of safety rules during work, and safety signage refers to increasing disaster response visibility so that workers can immediately respond to dangerous situations when they occur. Conclusions The safety service design strategy has the characteristics of service design in that it encourages the active participation of users in the elicitation process, focuses on co-design, and offers a new approach to solving complex problems. Social value can be realized through design approaches and strategies for policies and public services aimed at disaster prevention.

연구배경 최근 재해에 대한 전국민적 관심이 고조되고 중대대해처벌법이 시행되었다. 이에 본 연구는 산업현장의 재해를 예방하기 위하여 사용자 중심의 접근을 통한 실질적인 안전 진단과 예방적 차원의 대응 방안 수립을 위한 전략을 수립하는 것을 목적으로 한다. 이를 위해 산업단지 내 사고를 해결하기 위한 서비스디자인 관점의 사례를 분석하고, 산업현장에 적용이 가능한 안전서비스디자인 전략을 도출하였다. 연구방법 한국디자인진흥원의 2022년 안전서비스디자인 사업에 참여한 8개 기업을 대상으로 기업의 근로자 참여를 통한 자가진단 내용, 그에 따른 안전 위협 요소와 실제 현장에 적용한 개선안을 분석하였다. 실증 결과를 같은 그룹으로 범주화함으로써 산업현장의 안전서비스디자인 전략을 귀납적으로 도출하고 각 전략별로 실증 사 례에 기반한 목표와 정의를 추론하였다. 연구결과 이를 통해 최종적으로 산업현장의 안전서비스디자인 전략으로 공간개선, 동선개선, 안전교육, 안전 사인의 4가지 항목을 도출하였다. 공간개선이란 안전에 무감각해진 근로자의 인식 개선을 목적으로 환경 디자인 을 통해 안전을 인식할 수밖에 없는 근로 환경으로 새로 구축하는 것이며, 동선개선은 사람과 기계 간의 충돌을 방지하기 위하여 동선을 분리하고, 분리한 동선에 대한 정보를 명확하게 전달하는 것으로 정의하였다. 안전교육은 근로자들이 근로 중에 안전 수칙에 대하여 다시 한번 상기할 수 있도록 자주 이동하는 동선에 기본적인 안전 수칙에 대하여 직관적인 디자인으로 전달하는 것이며, 안전사인은 위험 상황 발생 시 즉각 대처할 수 있도록 재난 대응 관련 시설물의 시인성을 높이는 것으로 정의하였다. 결론 안전서비스디자인 전략은 도출 과정에서 복잡한 문제를 해결하기 위해 사용자의 적극적인 참여를 장려하고, 공동 설계에 중점을 두며, 새로운 접근 방식을 제공했다는 점에서 서비스디자인의 특성을 가지고 있다. 재해 예방을 목표로 하는 정책과 공공서비스에 디자인적 접근과 전략을 통해 사회적 가치를 실현할 수 있다.
