세종시 인구이동의 시공간적 특성과 권역별 영향 요인 분석: 중력모형을 활용한 상호작용 효과를 중심으로

Abstract

본 연구는 세종시 출범 이후 발생한 인구이동의 시·공간적 특성 변화를 분석하고, 행정중심복합도시 건설 정책에 대한 시사점을 도출하는 데 목적이 있다. 이에 2013년부터 2020년까지 전국 시·군·구의 인구이동 자료를 활용하여, 세종시의 특성 변수와 기간별·권역별 상호작용항을 고려한 중력모형을 분석하였다. 분석 결과, 세종시로의 인구 유입은 꾸준히 증가하였으며 전 기간에 걸쳐 주택공급이 주요한 영향 요인으로 작용하였고, 특히 대전·충청권의 인구 유입을 견인한 것으로 나타났다. 그러나 그 영향력은 시간이 지남에 따라 점차 약화되는 경향을 보였다. 공공기관 이전의 효과는 초기에는 미미했으나 시간이 경과하면서 점차 가시화되었으며, 특히 수도권 인구 유입의 주요 요인으로 작용했음을 확인할 수 있었다. 이러한 분석 결과는 행정중심복합도시 건설 정책이 주택공급을 넘어 공공기관 이전 및 일자리 창출과 같은 경제적 유인을 강화해야 함을 보여주며, 세종시와 대전·충청권 간의 상생 발전을 위한 전략적 접근이 필요함을 시사한다.

This study analyzes the spatial and temporal dynamics of population migration following the establishment of Sejong City and seeks to derive policy implications for the Multifunctional Administrative City Development project. Based on the migration data from 2013 to 2020 at the district level across the country, the analysis was conducted through a gravity model incorporating Sejong City’s characteristic variables, along with interaction terms accounting for temporal and regional variations. The findings indicate that population inflows to Sejong City have steadily increased, with housing supply serving as a major factor influencing migration throughout the study period, particularly from the Daejeon and Chungcheong regions. Conversely, the impact of public institution relocation, initially marginal, has become more pronounced, particularly emerging as a significant driver of population inflows from the Seoul metropolitan area. These results suggest that the Multifunctional Administrative City Development project should extend its focus beyond housing supply, emphasizing the enhancement of economic incentives, such as public institution relocation and job creation. Furthermore, the study underscores the need for a strategic approach to foster cooperative development between Sejong City and the Daejeon-Chungcheong regions.
