새로운 산업에서 사회적 합의 싹틔우기: 배달 플랫폼 업종 노사 주체의 제도적 작업들을 중심으로

Abstract

본 연구는 배달 플랫폼 업종에서 형성된 사회적 합의의 제도적 작업을 밝히고자 하였다. 제도적 작업이론을 바탕으로 업종단위 사회적 대화의 기반이부족한 한국에서 어떻게 사회적 대화가 형성되고 합의를 체결할 수 있었는지를 분석한다. 분석 결과 배달 플랫폼 업종에서 사회적 합의 형성은 3가지의 제도적 작업의 유형이 나타났다. 우선, 배달 플랫폼 사회적 대화를 위해주체들은 ‘지지(advocacy)’를 확보하고자 하였다. 이를 통해 노사 단체는 구성원이 지지부진하게 전개되었던 교섭의 어려움을 타개할 수 있다는 점에서사회적 대화에 대한 지지를 확보하였다. 둘째로, 노사는 상호의존성을 바탕으로 사회적 합의를 도출하였다. 노사는 각자의 요구를 충족하기 위해서 서로 상대방이 필요하다는 점을 인식하고 사회적 합의를 도출하고자 하였다. 셋째, 모방을 통한 새로운 제도와 기존 관행의 연결이 나타났다. 배달 플랫폼 사회적 대화에 참여한 주체들은 중앙 단위의 사회적 대화 기구의 합의사례 및 비제도적 사회적 합의를 모방하여 사회적 합의를 형성하였다. 본 연구는 새로운 산업에서 사회적 대화가 등장하고 합의에 이르기 위해서는 노사 당사자가 행

This study aims to shed light on the institutional works of the social facts formed in the delivery platform industry. Korea lacks the structural and institutional basis for industry-level social consensus. We analyzed how delivery platform labor and management actors were able to form social facts through behavioral factors in this environment. We found three types of institutional work of social facts in the delivery platform industry. First, labor and management actors sought to secure the “Advocacy” of stakeholders to form a social dialogue on delivery platforms. Labor and management actors engaged in activities to gain the support of organizational members. They also enlisted the participation of respected experts and encouraged the participation of the government, which is an important actor in the implementation of the agreement. Second, labor and management actors engaged in institutional work based on interdependence. Unions needed to expand their social influence and increase their membership. Delivery platform companies sought to increase their value and attract delivery workers through the image of good entrepreneurs. Based on this interdependence, labor and management were able to achieve a common goal of social facts. Third, the link between new institutions and existing practices emerged through imitation. The study found that institutional work based on strategic decisions and implementation by social partners is important for social dialogue to emerge and reach consensus in new industries.
